Board of Public Works Minutes May 5, 2021 - 5:00 PM Remote meeting Board Members Present: Thomas Malsbury, David Fagnand, Director of Public Works Present: Greg Nuttelman Board Clerk Present: Michelle Oliveira Public Present: Tracy Adamski from Tighe & Bond________________ __________ _____ Virtual Open Meeting Language: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. chapter. 30A, subsection 18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Easthampton Board of Public Works will be conducted via remote participation ______________________________________________________________ Roll Call Attendance Chair Thomas Malsbury: Present Member David Fagnand: Present Meeting was called to order at _5:00___ p.m. by: Thomas Malsbury. Seconded by: David Fagnand Thomas Malsbury vote: yes David Fagnand vote: yes, in favor __ all _ Motion carries. 1. Public Speak: none 2. Mayor Speak: Not present for meeting. 3. Approval of the April 21, 2021 Meeting Minutes Motion to approve April 21, 2021 minutes was made by: Thomas Malsbury. Seconded by: David Fagnand Thomas Malsbury vote: yes David Fagnand vote: yes, in favor _all_ _ Motion carries. 4. Vote to forward revised Stormwater Regulations to City Council to update City Stormwater Ordinance for MS4 compliance,  Language needed to be cleaned up in the regulations for the MS4 permit.  Language changes are for compliance only. They are not changing the permit.  If the Board of Public Works does not except changes, then the city is out of compliance with the MS4 permit.  The Board of Public Works is in support or the changes to the language. The BPW will give their recommendation to City Council asking the approve and except the new language of the MS4 permit, to stay in compliance the MS4 permit. Motion to except and forward revised Stormwater Regulations to City Council, was made by: Thomas Malsbury. Director’s Report  Park St round about is going to open in the next week.  Williston will be starting their construction on Park St in front of their athletic center. Truehart is the contractor on the job.  Paving on Main Street starting at Glendale to South is moving forward with Chapter 90 money $600,000.00.  Glendale Bridge, Mayor is looking into see what grants might be available for the repairs. They have a contract for some work to be done now by replacing plates.  Water department out flushing hydrants  Dailyfield Pump station was damaged by trees. Roof, electrical and fencing. They will have a few more tree removed to prevent this in the future. Going to check with insurance company if they can help with cost.
