Board of Public Works Minutes June 2, 2021 - 5:00 PM Remote meeting Board Members Present: Thomas Malsbury, David Fagnand, Director of Public Works Present: Greg Nuttelman Board Clerk Present: Michelle Oliveira Public Present: ____John Bonavist from Honeywell ____________ __________ _____ Virtual Open Meeting Language: Pursuant to Mayor LaChapelle’s May 19th, 2021 Mayoral Authorization in accordance with Massachusetts 940 CMR 29.10, this meeting of the Easthampton Board of Public Works will be conducted via remote participation. ______________________________________________________________ Roll Call Attendance Chair Thomas Malsbury: Present Member David Fagnand: Present Meeting was called to order at _5:01___ p.m. by: Thomas Malsbury. Seconded by: David Fagnand Thomas Malsbury vote: yes David Fagnand vote: yes, in favor __ all _ Motion carries. 1. Public Speak: none 2. Mayor Speak: present for meeting. Mayor said that the Board will be busy with projects that will be happening in the city. Greg (Nuttelman) is doing a great job working with other departments in the city. Thomas asked if there was a third member for the board be considered yet? Mayor said as of right now they did not have anyone that has come forward with interest. 3. Approval of the May 5, 2021, Meeting Minutes Motion to approve May 5, 2021, minutes was made by: Thomas Malsbury. Seconded by: David Fagnand Thomas Malsbury vote: yes David Fagnand vote: yes, in favor _all_ _ Motion carries. 4. Easthampton Energy Project with Honeywell Presentation • John Bonavist came from Honeywell to talk to the Board about the Energy Management Project they are working with the city on. • Easthampton is following Massachusetts Process starting in September 2020. • They have had ongoing weekly meetings. 1. Looking at numbers-cost 2. Wish list 3. What is realistic • Project 1. 6 buildings 2. 17 energy conservation measures 3. Solar and EV charging stations 4. Estimated cost $6 million • Project fund 1. Bond 2. Utility rebates 3. Operational savings 4. Stimulus funds 5. Capital cost avoidance • Water enterprise account will have no impact. Board questioned about solar. • Would it be operated under the newly authorized MLP • Melting of snow in parking areas could lead to ice. • What is Greg’s opinion 1. It would definitely benefit the city buildings at 32 and 50 Payson they are older buildings, and they are in need of updating to a more efficient systems. • Grants and cannabis will be looked into 5. Review of Current Water Use Restrictions and Trigger Conditions • Brook Street Well is a Permitted Well • Easthampton is part Mass Water Management because of Brook Street Well • They have to follow Mass Draught Task Force recommendations • The following water uses are limited to one day per week prior to 9:00AM or after 5:00PM. • Irrigation of lawns except by means of handheld hose • Washing of vehicles, other than by commercial car wash or as necessary for operator safety • Washing of exterior building surfaces, parking lots, driveways, or sidewalks • Production of food and watering of livestock is exempt from this restriction 6. Director’s Report • Southampton has been using the city’s water for the last 4 weeks. They are following our restrictions. It took some time to get Easthampton pump’s timing right but once that was all set the process went smoothly. They have fixed their issue and are using their own water now. • Nonotuck Well, Motor had a vibration. They pulled out to fix and noticed that the casing for the pump is cracked. Will have to go for appropriations for it to be fixed. Looking at the end of July. • New Mechanic Helper has been hired and will start June 21,2021 • Vacancies in Highway, Water and Sewer.
