Virtual Open Meeting Language: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. chapter. 30A, subsection 18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Easthampton Board of Public Works will be conducted via remote participation ______________________________________________________________ Roll Call Attendance Chair Thomas Malsbury: Present Member David Fagnand: Present Meeting was called to order at ____ p.m. by: Thomas Malsbury. Approval of the August 4, 2021, Meeting Minutes Motion to approve August 4, 2021, minutes was made by: Seconded by: Thomas Malsbury vote: YES David Fagnand vote: YES in favor _ALL_ _ Motion held. 4. Parson / Ferry Street Intersection Design Options Presentation. Three Proposals on the intersection at Parson and Ferry streets. Van Kacoyannakis came to present TO THE Board and the Mayor the concepts they have put together. All concepts include crosswalk updates.  1. Shift the centerline of Parsons Street by 42 feet to the east. Which will require the relocation of 1 utility pole. Cost of $465.000.00-$575,000.00. This will include updating the crosswalks. Line of sight 209 feet 2. Shift the centerline of Parson Street 31 feet. Add a median island on Parson Street and no utility pole moved. Cost $480,000.00-$557,000.00.Line of sight 192 feet 3. Shift centerline of Parson Street 48 feet and retain utility pole and no median. This one would affect the Duprey property even more. Cost $465,000.00-$540,000.00. Line of sight 206 feet. Sight line is 135 feet right now. Rebuilding of the wall would cost up to and maybe more than $1.5 million dollars. Touching the wall could open many issues that are unknown and could be costly. Sight line is 209 feet right now. There should be 350 feet of sight line. Jeff was going to go take photos of the new sight lines from new stop bar. Three way stops. They are trying to get with traffic backing up on Ferry Street. It would be counterproductive. Pedestrian Crosswalks All concepts improve the visibility of pedestrians in that area. Funding Cannabis money will be used for this project. With these improvements, the city has better chance of receiving funding for future projects. Concerns Why this intersection being looked into? Because of the many complaints regarding terrible visibility and pedestrian safety issues. Rebuilding of the wall would cost up to and maybe more than $1.5 million dollars. Touching the wall could open many issues that are unknown and could be costly.  Is there a way to refine what option the board chooses? VHB can look into it once a design is has been decided on. Board would like to know how the pole in option two be protected? It would not have any protection. The median would have to be extended, to add any protection. The Board would like to be more included in the process of any street projects up and coming. Thomas Malsbury made a motion to hold on making a decision on which concept to choose. David Fagnand seconded the motion. Thomas Malsbury vote: yes David Fagnand vote: yes, in favor __all _ Motion carries 5. Director’s Report 1. Main Street- moving along. Twenty-nine catch basins are be replaced on Main Street. They are going to wait until spring for final paving to happen. This should help in seeing if there is any settling. Any issues will be fixed in the spring. 2. Charles Street - is moving forward nicely 3. Greg went to the Board of Health meeting reinforce the fact that private wells are not allowed in the city. Hampton East Condos wanted to put 2 irrigation wells in to water their lawn. Motion to adjourn the meeting at __6:22_ p.m. by: Thomas Malsbury.
