Board of Public Works Minutes January 19, 2022 - 5:00 PM Remote meeting Board Members Present: Thomas Malsbury, David Fagnand, Steve Lytwyn Director of Public Works Present: Greg Nuttelman Board Clerk Present: __Michelle Oliveira____________________________ Public Present: ____ Gwynne Morrissey from EDIC ______ Virtual Open Meeting Language: Pursuant to Mayor LaChapelle’s May 19th, 2021 Mayoral Authorization in accordance with Massachusetts 940 CMR 29.10, this meeting of the Easthampton Board of Public Works will be conducted via remote participation. ______________________________________________________________ Roll Call Attendance Chair Thomas Malsbury: Present Member David Fagnand: Present Member Steve Lytwyn: Present Meeting called to order at _5:02___ p.m. by: Thomas Malsbury. Seconded by: David Fagnand Thomas Malsbury vote: yes David Fagnand vote: yes, Steve Lytwyn: vote: yes in favor __ all_ Motion carries 1. Public Speak: Gwynne Morrissey from EDIC offered help to the board with looking into rate increase. Streetlights have been installed around the city she is concerned they are too bright. 2. Mayor Speak: Not present. 3. Approval of the December 1, 2021, Meeting Minutes Motion to approve December 1, 2021minutes was made by: Thomas Malsbury Seconded by: David Fagnand Thomas Malsbury vote: yes David Fagnand vote: yes Steve Lytwyn: vote: yes in favor __ all_ Motion carries. 4. Selection of Chairperson for the 2022 Board of Public Works Term Per MA General Law - Part I, Title VII, Chapter 41, Section 69D Motion to select Thomas Malsbury as chairperson for the BPW made by: David Fagnand Seconded by: Steve Lytwyn Thomas Malsbury vote: yes David Fagnand vote: yes Steve Lytwyn: vote: yes in favor __ all_ Motion carries. 5. Director’s Report 1. Staff at a minimum due to COVID 2. COVID testing set up at Mill side Park 3. Water main break on Florence Rd. 4. Aging Water Scada system issues, costly repairs. 5. Infrastructure WWTP needs to be addressed 6. Appropriation for Enterprise going before City Council for approval tonight. 7. Tighe and bond have a proposal for the board at the next meeting 8. Streetlights initiative- New streetlights are bright and they being addressed by being adjusted or having shields put in. They will save the city over $200,000.00 having them installed now and the savings will be more over time. Motion to adjourn the meeting at __5:24_ p.m. by: Thomas Malsbury.
