The meeting was videotaped. https://youtu.be/VIxWrF69sRE Approval for past minutes. Minutes from 02/12/2020 were approved. MOTION by Councilor Rist: Move to approve minutes from February 12, 2020. SECOND Councilor Conniff. Passed 2-0. 1. Discussion of the requested $391,800 appropriation for the Design & Oversight of Union Street corridor project. 1.1. The Union Street project is estimated to be $4.7m in construction. $1.4M of this costs is the responsibility of the City of Easthampton for water and sewer work. This appropriation is for design which is NOT included in the construction costs. • Up to this point, the design is 25% complete. This appropriation will cover the remainder of the design through to completion. • Once complete, these design documents will be placed into the final Bid documents MASS DOT will put together prior to construction. • No excessive concerns for need for contingency dollars • Funds will come from Capital Stabilization ($271,800) and Retained Earn- ings ($120,000) Remaining in these accounts after this appropriation will be: • Capital Stabilization: $1,997,490.10 • Retained Earnings: $1,348,678.00 • MOTION by Councilor Conniff: Move to recommend the appropriation of $391,800 for the purpose of creating design documents for the Union Street project. SECOND: Councilor Rist. Passed 2-0 2. Brief review of the prior approval of $93,626.93 for Police Department shortfall. Review $93,869.20 for 2 hybrid police cruisers. These items will be on public hearing at City Council on 3/4/2020 3. CPA Exemptions: CPA committee approved including an exemption for low/moderate or low income senior housing. 3.1 Need more information from the sponsor on the administrative plan for this effort 3.2 Discussed the value of this exemption 3.3 Committee posed several questions to be answered by Councilor Kwiecinski 5:30 pm - Motion to adjourn by Councilor Conniff, seconded by Councilor Rist. Motion passed 2-0 Next Meeting: Wednesday, 3/11/2020 at 5:30pm
