The meeting was videotaped. Minutes from 10/19/2020 meeting were approved 2-0 NEW BUSINESS: 1. Request for Supplemental appropriation $722,752.98 to Cannabis Stabilization - This request is to transfer Cannabis Impact Fees received in FY 2020 to the Cannabis Impact Fee Stabilization Fee. (Impact from INSA). Will be presented at Public Hearing on 11/4. Motion that Finance Committee make a recommendation to the full council to approve the supplemental appropriation of $722,752.98. Motion: Councilor Rist, Seconded by Coun- cilor Conniff. Passed 2-0 OLD BUSINESS: 1. Review the ordinance for DPW EV revolving accounts • Councilor Rist presented the document that we had previously approved. • Val Bernier - Auditor requested the FY be changed throughout document from FY 2020 to FY 2021. • Will be presented to full council in a Public Hearing on 11/18 2. Review of Salaries and Stipends per Charter 2-4 (a) • Councilor Rist presented the 3 changes to be discussed by the full City Council. • Mayor Salary: $90,000 (from $75,000) • School Committee Members: $2,000 (from $1400) • City Council President: $4,500 (from $4,000) • Will be presented to full council and with a public hearing on 11/18 3. Review monthly fiscal report • Val Bernier, Auditor: Free Cash is in good shape $2.33M • Revenue: Should be at about 25% of the annual numbers which we are at this time. • Val has some concern around parks revenue and MV tax. • Auditor has estimated very conservative approach and the City is in a good place right now given the situation with COVID. 5:15 pm - Motion to adjourn by Councilor Conniff Next Meeting: Monday, 11/11/2020 at 5:00pm
