The meeting was held as a hybrid due to the COVID-19 pandemic and was videotaped. Councilors Rist and Denham were in person and Councilor Peake was remote. 1. No minutes were approved. 2. Mayor’s Communication: None. 3. Public Speak: None 4. New Business: a) Final Budget Votes and Recommendations Councilor Rist asked City Auditor Hetal Patel about what would happen if a budget item were cut. City Auditor Patel stated that estimated local receipts would be amended. Councilor Peake stated that he was hopeful that a deal could be reached, and that he intended to abstain until a deal could be reached. Councilor Denham stated disappointment in this process, but also faith that a solution could be reached. Councilor Riley expressed concern about the process. 1. General Government: By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining.  2. Public Safety: By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining. 3.Schools: By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining. 4. Public Works: By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining. 5. Human Services: By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining. 6. Culture and Recreation: By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining. 7.Debt & Interest: By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining. 8. Unclassified (Employee Benefits): By motion made by Councilor Denham and seconded by Councilor Peake, this item was voted on 1-0-2, with Councilors Peake and Denham abstaining. 9. Community Preservation: By motion made by Councilor Denham and seconded by Councilor Peake, this unanimously approved. 10. Enterprise: By motion made by Councilor Denham and seconded by Councilor Peake, this unanimously approved 5. Continuing Business a) Quarterly fiscal reports from the City Auditor: This was not discussed tonight. b) Quarterly Report on Covid-19 grant funding and spending: This was not discussed. c) Review of elected officials/board & committee stipends.
