Ordinance Committee 2/11/2020 18:00 Room 1 This meeting was video recorded Members present: Salem Derby, Owen Zaret, Tom Peake Meeting called to order There was no public speak Minutes from 1/21/2020 were approved 3-0 Engine breaks There was discussion about a phased versus blanket implementation. Sergeant Ross was present from Easthanmpton Police Department, and provided information on engine braking systems, and potential enforcement. He stated that proactive work could be done to notify trucking companies of the issues and have them decrease speed on Florence Rd and throughout the city. Scott McCarthy from 57 Ward Avenue also presented based on professional knowledge of engine brakes and how they function. He stated that noise typically comes from exhaust systems and that the breaking systems are relatively quiet. The committee members discussed how enforcement would occur. What exemptions should be considered. Whether enforcement of speeding and noise is an option in lieu of creating a new ordinance. Rick Olson of 55 Florence Rd Spoke for a small group of FLorence Road residents and expressed his concerns regarding speeding and noise on the road. The committee agreed without formal motion that requesting trucks to obey the speed limit is a potential solution in the absence of a new ordinance. Chair Derby stated this could be taken up in March and that he would talk to the chief. A meeting for 2/26 was set at 18:00 The meeting was adjourned (motion zaret, second Peake 3-0 in favor)
