City Council Ordinance Subcommittee Meeting 1/23/25 Present: Councilor Smith and Councilor Denham, Alison I. Meeting minutes: Section D- add that non-Western Mass residents are the four counties II. Shrubbery Ordinance a. Pictures for different corners that could be problematic b. Looking at language for anything inconsistent or murky i. Could use triangle formula or property lines 1. 6.905 2. We are looking at intersections of streets but not of driveways a. Driveways and fences that you can’t see past can also be a problem c. How would we address existing structures that have been there for years? Technicallly because of zoning it already exists. Grandfathering in zoning is for structures not plants. Expectation would be that the city would have to take that down. d. Greg Nuttleman can answer these questions better, we will wait for him to come to next meeting e. Enforcement of policies: building commissioner might not be right person to do this. Who is the right person? In general it’s the police. Is there a designated traffic safety officer? III. Residency Requirements for Boards: what are current residency requirements? a. First 15 Councilor Smith, second 15 Councilor Denham IV. Ordinances for City a. Chapter 5 , Chapter 11- current copy and sections that we need to look through our Ordinances. V. Sewage Moratorium a. Still waiting for Agricultural Commission, the meet quarterly so we still need to meet with them. Was supposed to meet in December but the person who was reporting out was sick. VI.
