City Council - Public Safety Committee

Public Safety Committee Meeting Meeting Minutes: January 21, 2020 Councilor Gomez called the meeting to order at 6:30pm Members Present: Chair Homar Gomez, Clerk Lindsey Rothschild and Councilor Salem Derby. Also in Attendance: Councilor Peg Conniff and resident Annette Szczygiel, Attorney Amanda Zedonis Kemp came later Approval of Minutes: No minutes were presented. Public Speak Time: No comments from the public. Continuing Business: ● Request to review on-street parking in the Traffic Rules & Orders - still waiting to receive the parking inventory report from the mayor’s office ● Proposed Outdoor Events Policy - proposed ordinance related to outdoor events of 150+ people that serve alcohol and the presence of police and safety policy. The language is still being worked on in collaboration with the Easthampton Police Department. ● Quadricycle restriction proposal - This proposal came from Councilor Zaret. Councilor Derby suggested that it be tabled without prejudice. ● Request to re-examine Main/South St. intersection - The committee will request report done from MADOT. Based on findings in the report, this committee can apply pressure to Mayor’s office and DPW to address traffic concerns. ● Resident speeding concerns - Many residents have expressed concern about speeding, especially residents near Clark Street and Glendale Street. Speed bumps and speed lights have been brought up as one measure to address speeding problem. It is this committee’s understanding that our DPW is not in favor of speed bumps. This committee would like to bring forth traffic safety experts from other communities to discuss the effectiveness of their speed bumps. ● Request to accept Division Street Extension as a public way - Attorney Amanda Zedonis Kemp reported that the deed is all set. It has gone to the planning board. The committee is waiting for communication from City Planner Jeff Bagg and City Attorney Mark Tanner.  ● Pedestrian safety review - These concerns dovetail with Speeding Concerns. Councilor Derby suggested that as spring rolls around, we should do some site visits to look at crosswalks that need repainting, busy streets and outdated parking signs. Annette Szczygiel stated that there is no street sign signs that says Cottage Street. ● Next regular meeting: February 4, 2020 at 6:30pm A motion was made by Councilor Derby and seconded by Councilor Rothschild, it was unanimously voted that this meeting adjourn.
