Minutes City Councilor Rules & Government Relations Committee 2/14/2024 Attendees: R&GR Committee members: Councilor JP Kwiecinski, chair Councilor Homar Gomez Councilor Jason “J.T.” Tirrell Other Attendees: Councilor Koni Denham City Clerk – Barbara LaBombard Meeting called to order at 6:30pm 1. Approval of minutes – none 2. Mayor’s communication – none 3. Public speak – none 4. New business: a) Discussion of Councilor Denham’s proposal to amend Council rule 5E as follows: Rule 5E Order of Business At every regular meeting of the City Council the order of business shall be as follows: 1 – roll call 2 – Pledge of Allegiance (added December 4, 2013) Proposed: 1 – Pledge of Allegiance (added December 4, 2013) or a moment of silence no more than 30 seconds. Councilor Denham voiced her desire to change the order of business at the beginning of city council meetings and replace the pledge of allegiance with a moment of silence. Councilor Denham conveyed that this is a very personal issue for her. Councilor Tirrell proposed a moment of silence AND the pledge of allegiance. The moment of silence would follow the pledge of allegiance. Councilor Denham was not in favor of the proposed idea of having both. Councilor Kwiecinski and councilor Gomez seemed to be open to discussing this option further After more discussion by the committee councilor Gomez made a motion to continue this discussion at a future date, councilor Tirrell seconded, motion passes 3-0. Motion to adjourn made by councilor Gomez and seconded by councilor Tirrell, motion passes 3-0.
