June 26, 2023, City Council Meeting A regular meeting of the Eaton Rapids City Council was held at City Hall, 200 S. Main Street, on June 26, 2023, at 7:00 p.m. Mayor Colestock called the meeting to order at 7:00 p.m. Present were Mayor Colestock and Councilpersons Steele, Politza, Robison, and Nicholas. The Pledge of Allegiance was recited. The invocation was given by Mayor Colestock. Steele moved, Politza seconded, PASSED, to approve the agenda amending item 12 a. and removing item 12. b. under Items of Business. Steele moved, Robison seconded, PASSED, to approve the June 12, 2023 Worksession Minutes . Steele moved, Robison seconded, PASSED, to approve the June 12, 2023 Council Meeting Minutes correcting the Mayor’s Report from 100 years to 180 years. Steele moved, Nicholas seconded, PASSED, to approve the June 19, 2023 Council Special Meeting Minutes. Steele moved, Robison seconded, PASSED, to approve the disbursements totaling $491,478.29. Public Comments: Chris Allen, 1015 Hyatt, thanked the City on behalf of the G.A.R. Museum for their support of the Memorial Day Parade. Unfinished/Special Business: None Items of Business: a. Robison moved, Nicholas seconded, PASSED, to approve the updated quote from Lunghamer Ford for the purchase of a 2023 Ford Police Interceptor including equipment and installation in the amount of $61,052.00 and to amend the budget for FY 2022-2023. b. Removed c. Steele moved, Robison seconded, to adopt Resolution 2023-13 to Adopt a Budget for the General Municipal Purposes of the City of Eaton Rapids for the 2023-2024 Fiscal Year, to Set the Millage Rates to be levied, and to Appropriate Funds for Said Purposes. PASSED by roll call vote: Yeas: Steele, Politza, Robison, Nicholas, Colestock Nays: 0 Absent: 0 d. Steele moved, Robison seconded, to adopt Resolution 2023-14 to Amend the Budget for the General Municipal Purposes of the City of Eaton Rapids for the Fiscal Year 2022-2023. PASSED by roll call vote: 1 Yeas: Nicholas, Colestock, Steele, Politza, Robison Nays: 0 Absent: 0 e. Steele moved, Nicholas seconded, PASSED, to approve the First Amended Employment Agreement for Firefighter Dave Hendon. f. Robison moved, Nicholas seconded, to adopt Resolution 2023-15 to Authorize Issuance of General Obligation Limited Tax Bond, Series 2023. PASSED by roll call vote: Yeas: Politza, Robison, Nicholas, Colestock, Steele Nays: 0 Absent: 0 g. Steele moved, Robison seconded, PASSED, to adopt Resolution 2023-16 to Update Bank Signatories at Independent Bank. h. Steele moved, Nicholas seconded, to adopt Resolution 2023-17 Tentative Contract Awards- CWSRF. PASSED by roll call vote: Yeas: Robison, Nicholas, Colestock, Steele, Politza Nays: 0 Absent: 0 Public Comments: County Commissioner Barb Rogers reported that she attended the Eaton County ways and Means meeting with County Department Heads as they begin the budget process. She commented that she enjoys attending meetings and invited Council to attend CACS meetings. Mayor Colestock asked the status of work on 5 Point Hwy. Rogers will inquire and report back. Reports: a. Staff- Ridge thanked Council for approving the budget. She reported that audit prep will begin soon. She welcomed Treasurer Allen. She thanked Council for allowing her to attend meetings electronically the past several weeks while out of the office. b. Council- Councilwoman Politza welcomed Treasurer Allen. Councilwoman Robison invited the Community out for the 4th of July events. She reported there are four (4) days of events scheduled. Councilman Steele thanked staff. He welcomed Treasurer Allen. He reported that he was advised by Clerk Boomer that he is all set as a candidate for the November election. Mayor- Mayor Colestock welcomed Treasurer Allen. She gave a reminder of the 4th of July events. She reported that COG meets July 20th at 7:00 p.m. at City Hall. Recycling efforts and the ambulance service are on the agenda. The COG Recycling Committee is meeting June 29th at 4:00 p.m. Robison moved, Steele seconded, PASSED, to adjourn.
