City Council Meeting August 14, 2023 A regular Eaton Rapids City Council meeting was held at City Hall, 200 S. Main Street, on August 14, 2023, at 7:00 p.m. Call To Order: Mayor Colestock called the meeting to order at 7:00 p.m. Roll Call: Present were Mayor Colestock and Councilpersons Steele, Politza, and Nicholas. Councilperson Robison was absent and excused. Pledge of Allegiance: Those present recited the Pledge of Allegiance. Invocation: Major Colestock gave the invocation. Approval of the Agenda: Steele moved, Politza seconded, PASSED to approve the meeting agenda. Approval of the minutes of JULY 24, 2023, City Council Work Session Meeting: Steele moved, Nicholas seconded, PASSED to approve the July 24, 2023, City Council Work Session meeting minutes. Adoption of Resolution 2023-25. City Manager: • We received an Eaton County Community Grant funding the Outdoor Recreation Center’s project for a pavilion, tables, trash cans, and a Cubic Feet per Second (CFS) gauge for the river. • The Clean Water State Revolving Fund (CWSRE) program starts September 8. • Tuesday, August 15, State Representative Witwer will attend a tour of Horner Mill. Council members are welcome to attend. • Recycling Center update. DPW Director Pierce is working on some details needed for the site plan design. • The Northfork Estate ribbon cutting is at 4:00 p.m. on Monday, August 21. d. Council Members: none e. Mayor: • Mayor Colestock thanked Building Inspector Hummel for being available last week to join the Recycling Subcommittee to answer questions regarding the process required for creating and reviewing a site plan for the recycling center in the south industrial park. • The Recycling Subcommittee is working on getting preliminary costs to build the building and other necessities and, depending on those costs, will then be able to start working with Eaton Rapids and Hamlin townships on an interlocal agreement for the center and get a site plan designed so it can be reviewed by Director Hummel and presented to the Planning Commission, hopefully at their October meeting. It will depend on how quickly costs can be determined and feedback from the townships. City Manager Ridge and Director Pierce will also be working on applying for more infrastructure grants. • Parks, Recreation, and Events Director Cagle and Mayor Colestock met with Tom Large about bringing the Scottsville Clown Band to Eaton Rapids for a special event next year. • City Manager Ridge, Director Pierce, Director Hummel, and Mayor Colestock attended a planned tour of the Horner property on August 7 th. The visit was arranged by County Treasurer Bob Robinson so that State Senator Anthony and State Representative Witwer could tour and take videos of the site. The owner’s contractor, Ryan Kincaid, opened the site and gave the tour. As of now, demolition should start sometime in September. We hope to have an “event” planned for the public and will keep everyone updated once we know the timeline. Director Pierce has some utility work that will need to happen before the demo can start.
