HISTORIC TOWN OF EATONVILLE, FLORIDA SPECIAL COUNCIL MEETING MEETING MINUTES Tuesday, December 30, 2025, at 5:30 PM Town Hall - 307 E. Kennedy Blvd. SPECIAL NOTICE: These meeting minutes are presented in an abbreviated format intended as a public record discussion of stated meeting according to the Florida's Government-in-the-Sunshine law. Meetings are opened to the public, noticed within reasonable advance notice, and transcribed into minutes for public record. CALL TO ORDER AND VERIFICATION OF QUORUM: Mayor Gardner called the meeting to order at 5:30 p.m. and a quorum was established by Mrs. King PRESENT: (4), Mayor Angie Gardner, Vice Mayor Theo Washington, Councilwoman Wanda Randolph, Councilman Tarus Mack; (Ladwyana Jordan, after swearing in by the town clerk) STAFF: (6) Marlin Daniels, Chief Administrative Officer; Veronica King, Town Clerk, Clifford Shepard (By Zoom), Town Attorney, Katrina Gibson, Finance Director, Valerie Mundy, Public Works Director, Chief Murray, EPD INVOCATION AND PLEDGE OF ALLEGIANCE: Mayor Gardner led the Invocation in a Moment of Silence followed by the Pledge of Allegiance CITIZEN PARTICIPATION- (3 members from the community offered comments; Joyce Irby_Anthony Grant, Angela Thomas COUNCIL CONFIRMATION OF APPOINTMENT AND OATH OF OFFICE: Approval of Resolution 2025-42 Confirming the Newly Appointed Council Member to Seat #3 until the next Town Municipal Election: Ladwyana Jordan (Submitted letter of resignation from the Historic Preservation Board prior to meeting/swearing in) Mayor Gardner Motions to APPROVE Resolution 2025-42 Confirming Ladwyana Jordan as the Newly Appointed Council Member to Seat #3 until the next Town Municipal Election; Moved by Councilman Mack; Second by Councilwoman Randolph; AYE: ALL, MOTION PASSES 4/0. Town Clerk Administered the Oath of Office for Newly Appointed Town Council Member Ladwyana Jordan to the Town Council Seat #3. Comments/Notes: Councilwoman Ladwyana Jordan gave comments. CONSENT AGENDA: (Item #5 Moved to consent agenda - Request for Council Authorization to Proceed with Prefabricated Buildings to Meet DOJ Requirements.) Mayor Gardner Motions to APPROVE the consent agenda approving item #3 Approval of Resolution 2025-43 Acknowledging The Newly Appointed Council Member to the Community Redevelopment Agency and item #4 Approval of Resolution 2025-44 Changing The Signature Requirements For Checks Issued By The Town of Eatonville; Moved by Councilman Mack; Second by Councilwoman Randolph; AYE: Mayor Gardner, Vice Mayor Washington, Councilman Mack; Councilwoman Ladwyana Jordan; NAYE: Councilwoman Wanda Randolph: MOTION PASSES 4/1. Comments/Notes: The updated Resolution 2025-44 was provided to the town council reflecting the proper title for Councilwoman Ladwyana Jordan. lof 2 123025COUNCILMeetingMinutes COUNCIL DISCUSSION/DECISION Request for Council Authorization to Proceed with Prefabricated Buildings to Meet DOI Requirements (Moved from the Consent Agenda) Mayor Gardner Motions to TABLE the Request for Council Authorization to Proceed with Prefabricated Buildings to Meet DOI Requirements; Moved by Councilman Mack; Second by Vice Mayor Washington; AYE: Vice Mayor Washington, Councilwoman Wanda Randolph Councilman Mack; Councilwoman Ladwyana Jordan; NAYE: Mayor Gardner: MOTION PASSES 4/1. Discussion of the Drafted Contract between OCPS and Dr. Phillips Charities on the Hungerford Property. (Discussion Only) Orange County Public School (OCPS) is giving the town council (Town of Eatonville an opportunity to provide feedback on January 6, 2026, 1 0am OCPS will vote on January 13, 2026. (RANDOLPH) A request for extension until February by Councilwoman Randolph was made to allow for the council to collectively compile information and requests, inquired about the Town of Eatonville purchasing the land (17 acres), contracts state one million dollar deposit and 13 million dollar purchase, request to consider a contractor/consultant that can assist with negotiations for the town (request for proposal), retail/commercial development is not evident, concerns: financial stability, cannot afford to give up the property, 75% is classified as affordable housing (do not need), need upscale housing units (high risers), commercial and retail will bring in more jobs, concerned about non-taxable property and deed restrictions on the property. (MACK) expressed concerns about OCPS siding with the mayor, need more engagement, entertainment, businesses on the tax roll, why not give property to the Town of Eatonville, let the Town of Eatonville be the engineers (work together), oppose many ideas in the contract. (JORDAN) what happened to the conversation on the leasing of the property to the town (LEGAL) OCPS have legal rights to tum the property over to the town as a lease to purchase transfer, drafted a lease to OCPS (no response). (WASHINGTON) requested for the lease to purchase be sent to the town council, legal will forward, there is a need for permanent private control, read the notes that speak to the differences between a town purchase versus a purchase by Dr. Phillips. (RANDOLPH) need to create a wants list, emphasized a land transfer with a three entity partnership (work together), legal need to interpret the language (LEGAL) having a tax base is critical to bringing in tax-base revenue, having retail/commercial development, affordable housing is a non-negotiable from OCPS (Marketing housing and affordable housing units), ADJOURNMENT Mayor Gardner Motions for Adjournment of Meeting; Moved by Councilman Mack; Second by Vice Mayor Washington; AYE: ALL, MOTION PASSES.
