SPECIAL COUNCIL MEETING
MEETING MINUTES
Wednesday, January 14, 2026, at 6:00 PM
Town Hall- 307 E. Kennedy Blvd.

CALL TO ORDER AND VERIFICATION OF QUORUM:
Vice Mayor Washington called the meeting to order at 6: 10 p.m. and a quorum was established by Mrs. King
PRESENT: (4) Vice Mayor Theo Washington, Councilwoman Wanda Randolph, Councilman Tarus Mack,
Councilwoman Ladwyana Jordan; (Absent: Mayor Angie Gardner)
STAFF: (4) Marlin Daniels, Chief Administrative Officer; Veronica King, Town Clerk, Clifford Shepard
(by Zoom), Town Attorney, Corporal Jones, EPD
INVOCATION AND PLEDGE OF ALLEGIANCE:
Vice Mayor Theo Washington led the Invocation in a Moment of Silence followed by the Pledge of Allegiance
CITIZEN PARTICIPATION -(3 members from the community offered comments; Nv Nathiri. Carl
Washington. Zari St. Jean
COUNCIL DISCUSSION/DECISION
Discussion of the Drafted Contract between OCPS and Dr. Phillips Charities on the Hungerford Property.
(Discussion Only) Discuss the need to raise money to sit at the table , to negotiate desires,
WALK-ON ITEMS:
Approval of Resolution 2026-4 Authorizing the shared funding of development consulting and advisory services
provided by _Matthew Lawrence and/or his affiliated company approving a fifty percent (50%) cost_share with
the Eatonville Community Redevelopment Agency Vice Mayor Washington Motions to APPROVE
Resolution 2026-4 Authorizing the shared funding of development consulting and advisory services
provided by Matthew Lawrebce and/or his affiliated company, approving a fifty percent (50%) cost share
with the Eatonville Community Redevelopment Agency; Moved by Councilman Mack; Second by
Councilwoman Randolph; AYE: ALL, MOTION PASSES, 4/0. Comments/Notes: Matthew Lawrence was
present by zoom and made introductions and provided an overview of his experiences with ideas to consider.
Approval of Resolution 2026-6 Establishing a centralized municipal oversight and coordination framework.
pursuant to chapter 163,_part III Florida statutes (Community Redevelopment Act) for al] agreements,
memoranda, and implementation actions between Orange County Public Schools and Dr. Phillips. Inc .. the Dr.
P. Phillips Foundation. and/or Dr. Phillips Charities affecting property located within the Town of Eatonville
including the Hungerford property and any current or future OCPS-owned or OCPS-conveyed properties,
designating the Community Redevelopment_Agency as the primary oversight entity_ affirming statutory authority.

Vice Mayor Washington Motions to TABLE Resolution 2026-6 Establishing a centralized municipal

Redevelopment Act) for all agreements, memoranda, and implementation actions between Orange County
Public Schools and Dr. Phillips, Inc., the Dr. P. Phillips Foundation, and/or Dr. Phillips Charities affecting
property located within the Town of Eatonville including the Hungerford property and any current or
future OCPS-owned or OCPS-conveyed properties, designating the Community Redevelopment Agency
as the primary oversight entity, affirming statutory authority; Moved by Councilman Mack; Second by
Councilwoman Jordan; A YE: ALL, MOTION PASSES, 4/0. Comments/Notes: Read a comment from Regina
Johnson (Resident) the town needs hospital/clinic in the Town of Eatonville. Nathiri asked about the legal
standing beyond the contract issues, and about seeking outside counsel to pursue other issues beyond the contract,
,
having a defense fund/crowd funding (the CAO will get with Attorney Shepard).
