NOTICE is hereby given that the Building Standards Commission of the City of El Lago, County of
Harris, State of Texas, will hold a meeting at six o’clock (6:00) PM on July 27, 2022 at the City Hall Events
Room, 411 Tallowood Drive, El Lago, Texas, with respect to the following:
AGENDA
1. CALL TO ORDER
2. DECLARATION OF A QUORUM
3. CITIZEN COMMENTS
Citizens are invited to speak for up to three (3) minutes on items on items relating to the meeting
4. CONSENT AGENDA
Consider/Approve minutes from meeting held on June 21, 2022.
5. NEW BUSINESS
5.1 Receive a presentation and update from the City Building Official regarding BSC Order 2022-02
and the results of inspection of property located at 307 Shadow Creek Dr., El Lago, Texas.
5.2 Discussion and possible action regarding BSC Order 2022-02 and the structures located at 307
Shadow Creek Dr., El Lago, Texas.
6. ADJOURNMENT

MINUTES OF THE JUNE 21, 2022
BUILDING STANDARDS COMMISSION MEETING

Commissioner Ken Paschall asked if there were any objections to his chairing the meeting in the absence of
Chairman Ulrickson. There were no objections.
1. CALL TO ORDER Commissioner Paschall called the meeting to order at 5:36 PM.
2. DECLARATION OF A QUORUM

Absent: Scott Greenlee

3. CITIZEN COMMENTS
There were no comments from citizens.
4. CONSENT AGENDA
4.1. Minutes from the Building Standards Commission Meeting of March 24, 2022. Rob Wohrer made a
motion to approve and Charles Sager provided a second. The vote was unanimous to approve.
5. NEW BUSINESS
5.1 Receive a presentation and update from the City Building Official regarding BSC Order 2022-02 and the
results of inspection of property located at 307 Shadow Creek Dr., El Lago, Texas. The Building Official,
Armand Barbe, stated he was aware of no updates to the property. He said he phoned the property owners
and contacted them via text and was told they were still working to get a contractor in place. Owner, Rebecca
Bowen, stated her mother agreed to give them the money to have the contractor make repairs to the outside
of the property, but the did not receive the money until two days ago. She stated there was a contractor
waiting to sign-on and do the repairs. She stated the contractor’s name was Mark Marrow. She said they
replaced two doors on the home and then realized the doors were not documented in the scope of work in the
order. She said they should have spent that money on the listed work items and made a mistake. She reported
the roof was cleaned oof and all broken windows were repaired. Commissioner Paschall went through all
items listed in the order and it was determined that only two items had been completed. Several of the listed
items were discussed with the home owners and the repairs to the outside of the main building were scheduled
to be done by the contractor they contacted.
5.2 Discussion and possible action regarding BSC Order 2022-02 and the structures located at 307 Shadow
Creek Dr., El Lago, Texas. City Attorney, Justin Pruitt, informed the Commission that their options were
give the home owners another 30 days to complete the work, which would still adhere to the order in place,
or to decide to order the repairs to be done by the City and attach a lien for costs. A third option would be
to order demolition of the property. Commissioner Pachall asked the home owners if they had the funds to
complete the listed items and Ms. Bowen stated they did. She stated it would take about 2 weeks for the
contractor to complete the exterior repairs once they began work. She stated she could do some of the interior
repairs herself in the same time frame. Commissioner Wohrer asked when the property would be ready for
inspection for repairs. Ms. Bowen stated it would be ready by July 5, 2022. Commissioner Wohrer made a
motion to extend the deadline for the scope of work items listed to be done in 90 days until the next meeting
in 30 days. Commissioner Sager provided a second. Approval was unanimous.
6. ADJOURMENT – There being no further business Commissioner Pachall adjourned the meeting at 6:07
P.M.
