CITY OF EL LAGO BUILDING STANDARDS COMMISSION 411 TALLOWOOD DRIVE, EL LAGO, TEXAS 77586 AUG 23, 2022 – 6:00 P.M. NOTICE is hereby given that the Building Standards Commission of the City of El Lago, County of Harris, State of Texas, will hold a meeting at six o’clock (6:00) PM on August 23, 2022 at the City Hall Events Room, 411 Tallowood Drive, El Lago, Texas, with respect to the following: AGENDA 1. CALL TO ORDER 2. DECLARATION OF A QUORUM 3. CITIZEN COMMENTS Citizens are invited to speak for up to three (3) minutes on items on items relating to the meeting 4. CONSENT AGENDA Consider/Approve minutes from meeting held on July 27, 2022. 5. NEW BUSINESS 5.1 Receive a presentation and update from the City Building Official regarding BSC Order 2022-02 and the results of inspection of property located at 307 Shadow Creek Dr., El Lago, Texas. 5.2 Discussion and possible action regarding BSC Order 2022-02 and the structures located at 307 Shadow Creek Dr., El Lago, Texas. 6. CALL TO ORDER Commissioner U.richson called the meeting to order at 6:02 PM. 2. DECLARATION OF A QUORUM Present: Robert Wohrer Ken Paschall Charles Sager Scott Greenlee Chis Ulrickson 3. CITIZEN COMMENTS There were no comments from citizens. 4. CONSENT AGENDA 4.1. Minutes from the Building Standards Commission Meeting of June 21, 2022. Scott Greenlee made a motion to approve and Charles Sager provided a second. The vote was unanimous to approve. 5. NEW BUSINESS 5.1 Receive a presentation and update from the City Building Official regarding BSC Order 2022-02 and the results of inspection of property located at 307 Shadow Creek Dr., El Lago, Texas. The Building Official, Armand Barbe, was not present on this date. City Secretary Lewis provided information from the Building Official. She stated no inspections had yet been requested by the homeowners, but they applied for permits for HVAC duct repair and the repair of a subfloor. She explained that siding replacement outside and sheetrock repair did not require replacement, however the homeowners were informed the Building Official would still need to inspect these repairs for the purposes of this case. Rebecca Bowen, one of the homeowners, said work had begun on the outside of the home by the contractor. She also reported she and a couple of people she knows have begun repairs to the inside of the home. She said they were almost at a point for inspection of these repairs. 5.2 Discussion and possible action regarding BSC Order 2022-02 and the structures located at 307 Shadow Creek Dr., El Lago, Texas. Commissioner Paschall said items outlined in the first section of the order were to have been completed by July 24, 2022 because the Commission had already agreed to grant extra time to complete them. Ms. Bowen said she anticipated the work to be completed with the following two weeks. Commissioner Paschall said it appeared the garage and fence work must be completed by September 24, 2022. Ms. Bowen said she did not have plans yet for completion of that work but would discuss it with her contractor. Commissioner Sager informed the homeowners that even though the neighbors have their own fencing, Ms. Bowen and Ms. Justice would still be expected to take down the fencing on their side of the yard to keep rodents out of those areas. Commissioner Greenlee went through the list of items on the order and Ms. Bowen stated that as of the date of the meeting, 3 of the 13 items had been completed. City Attorney, Justin Pruitt informed the Commission they still had the option to send the order to City Council to enforce at this point, but since some of the items on the order were not set to be completed by October 1, 2022, they could take no action and outline further expectations without having to amend the order. Commissioner Sager made a motion to meet again the week of August 22, 2022, with an inspection report from the Building Official on items 1-13 of the order, and plans must be provided at that time for completion of the garage and fencing. There was a second from Commissioner Paschall. Approval was unanimous. 6. ADJOURMENT – Commissioner Wohrer made a motion to adjourn with a second from Commissioner Sager.
