MINUTES Regular Meeting of the Municipal Planning Commission of the City of El Reno 6:00 P. M., Tuesday, August 27, 2024 El Reno City Council Chambers - 101 N. Choctaw Ave., El Reno, OK A. CALL MEETING TO ORDER Chairman Freeman called the meeting to order at 6:00 p.m. B. ROLL CALL PRESENT Chairman: Michael Freeman Commissioner: Chris McReynolds Commissioner: Claudia Koos Commissioner: Philip Church Vice Chairman: Gerardo Troncoso ABSENT Commissioner: Hershel Gorham Commissioner: Casey Trejo STAFF: Assistant City Manager: Tim Young City Planner: Taylor Burt Comm/Dev Clerk: Erin Alig City Manager: Matt Sandidge The meeting was called to order at 6:00 P.M. C. CONSENT AGENDA 1. Acceptance of the minutes of the July 23, 2024, meeting. 2. Acknowledgement of Lot Split at 1701 S. Jensen Ave. (MPC 2024-020) 3. Acknowledgement of Lot Split at 1800 S. Country Club Rd. (MPC 2024-025) Vice Chairman Troncoso made the MOTION to approve the items in the consent agenda. Commissioner Church was the SECOND and the vote was: AYES: Freeman, Troncoso Koos, McReynolds, Church NAYES: None ABSTAIN: None ABSENT: Trejo, Gorham D. DISCUSSION ITEMS 1. A. To conduct a public hearing in consideration of a request by Jason & Punyada Ratliff for a Conditional Use Permit to operate a dog boarding & grooming business at 681 S. Radio Rd. (MPC 2024-021) Jason Ratliff was there to speak, he mentioned that they had just approved the rezoning of the lot so that the business is in the correct zone according to our code, he also mentioned this is the next step for them to be up to code in every aspect. B. Discussion, consideration, possible action and/or amendments regarding Ordinance No. _____; an ordinance at the request of Jason & Punyada Ratliff for a Conditional Use Permit to operate a dog boarding & grooming business at 681 S. Radio Rd. (MPC 2024- 021) There were no comments or concerns from the commissioners or staff. Chairman Church made the MOTION to approve the CUP. Vice Chairman Troncoso was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Troncoso, Church NAYES: None ABSTAIN: None ABSENT: Trejo, Gorham 2. A. To conduct a public hearing in consideration of a request by Gemini Coatings to reclassify the zoning district from Light Industrial (I-1) to a Planned Unit Development with a base of Light Industrial (I-1) on a tract of land approximately 1.8 acres at 2307 Holloway Ave. (MPC 2024-022) Mark Grubbs was there to speak on behalf of Gemini. He explained that they are asking for a PUD so they can build a bigger building to allow for more storage as well as making it safer for their forklift operators to go back and forth between facilities. Jason Melton was also there to speak on behalf of Gemini and he explained that Gemini is growing and therefore needs more room to continue operating efficiently. B. Discussion, consideration, possible action and/or amendments regarding Ordinance No. _____; an ordinance at the request of Gemini Coatings to reclassify the zoning district from Light Industrial (I-1) to a Planned Unit Development with a base of Light Industrial (I-1) on a tract of land approximately 1.8 acres at 2307 Holloway Ave. (MPC 2024-022). Commissioners expressed concern about a PUD instead of a variance and about detention, retention, runoff, etc. Staff explained that a variance would not work in this case because of the setbacks needed. As for the other concerns, the building plans would have to be approved by the City Engineer so anything that they do will have to meet city codes. Vice Chairman Troncoso made the MOTION to approve the PUD. Commissioner Church was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Troncoso, Church NAYES: None ABSTAIN: None ABSENT: Trejo, Gorham 3. A. To conduct a public hearing in consideration of Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter Three Hundred Sixty-One (361), Section Thirteen (13); having to do with the Use of Yards (MPC 2024-024). Tim Young was there to talk on behalf of the city, he made a note that this change came about because a council member asked him about trampolines in citizens front yards. Along with trampolines this amendment will also include pools and other permanent playground equipment in front yards. Those items can not be in the front building line in residential areas in or within 150 feet of the front property line in agricultural areas . B. Discussion, consideration, action and/or possible amendments on Ordinance No. _____, an Ordinance amending the Code of Ordinances of El Reno, Oklahoma; Code Chapter Three Hundred Sixty-One (361), Section Thirteen (13); having to do with the Use of Yards (MPC 2024-024). Chairman Freeman made the MOTION to approve the amendments with the verbiage for permanent setbacks based on zoning districts made to Ordinance____ . Commissioner Koos was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Troncoso, Church NAYES: None ABSTAIN: None ABSENT: Gorham, Trejo 4. Discussion only regarding an update on the draft of the new Ordinance for El Reno’s Signage Regulations. Taylor presented the commissioners with a rough draft of the sign ordinance she has been working on with their comments from the July 23, 2024 meeting. They talked about the pole sign height and making sure the line of sight is considered when talking about sign near the roadways. LED signs were talked about regarding lumens and how long each slide should last if there are multiple advertisements on one sign. E. STAFF AND COMMISSIONER’S COMMENTS F.
