MINUTES Regular Meeting of the Municipal Planning Commission of the City of El Reno 6:00 P. M., Tuesday, September 24, 2024 El Reno City Council Chambers - 101 N. Choctaw Ave., El Reno, OK A. CALL MEETING TO ORDER Chairman Freeman called the meeting to order at 6:00 p.m. B. ROLL CALL PRESENT Chairman: Michael Freeman Commissioner: Chris McReynolds Commissioner: Claudia Koos Commissioner: Casey Trejo Vice Chairman: Gerardo Troncoso ABSENT Commissioner: Hershel Gorham Commissioner: Phillip Church STAFF: City Planner: Taylor Burt Comm/Dev Clerk: Erin Alig The meeting was called to order at 6:00 P.M. C. CONSENT AGENDA 1. Acceptance of the minutes of the August 27, 2024, meeting. 2. Acknowledgement of Lot Split at 4639 S. Choctaw Ave. (MPC 2024-027). Chairman Freeman made the MOTION to approve the items in the consent agenda. Vice Chairman Troncoso was the SECOND and the vote was: AYES: Freeman, Troncoso Koos, McReynolds, Trejo NAYES: None ABSTAIN: None ABSENT: Church, Gorham D. DISCUSSION ITEMS 1. A. To conduct a public hearing in consideration of a request by Kingmaker GP, LLC for a Conditional Use Permit to establish a new medical marijuana grow facility at 3900 Valley Park Dr. (MPC 2024-023). There was no one present on behalf of Kingmaker GP, LLC. We did hear from a couple concerned neighbors. B. Discussion, consideration, possible action and/or amendments regarding Ordinance No. ____; an ordinance at the request of Kingmaker GP, LLC to establish a new medical marijuana grow facility (MPC 2024-023). No comments from staff. Chairman Freeman made the MOTION to Table the discussion. Vice Chairman Troncoso was the SECOND and the vote was: AYES: Freeman, Koos, McReynolds, Troncoso, Trejo NAYES: None ABSTAIN: None ABSENT: Church, Gorham 2. A. To conduct a public hearing in consideration of a request by Emilio & Allie Diaz to reclassify the zoning district from Automotive & Commercial Recreation District (CAR) to Combined Residential District (R-2) on a tract of land approximately 6,000 square feet located at 1119 Sunset Dr. (MPC 2024-026). Emilio Diaz was present to speak about wanting to rezone the piece of property listed above from CAR to R-2 because they would like to build a house on the lot. B. Discussion, consideration, possible action and/or amendments regarding Ordinance No. _____; an ordinance at the request of Emilio & Allie Diaz to reclassify the zoning district from Automotive & Commercial Recreation District (CAR) to Combined Residential District (R-2) on a tract of land approximately 6,000 square feet located at 1119 Sunset Dr. (MPC 2024-026). The planning commission expressed concern because the town voted on making the corridor in that area a commercial corridor and they did not want o go against what the citizens had voted on. Chairman Freeman made the MOTION to Deny the rezoning based off of the city’s vision of turning that portion of Sunset Dr. into a commercial corridor. Commissioner Koos was the SECOND and the vote was: AYES: Freeman, Koos, Troncoso, NAYES: McReynolds ABSTAIN: Trejo ABSENT: Church, Gorham E. STAFF AND COMMISSIONER’S COMMENTS F.
