Turnley, CPA is here to present the 2021 Municipal Audit and Financial Report APPROVAL OF MINUTES Motion to approve the minutes of September 21, 2022 Workshop and September 27, 2022 Council Meeting. 1 PAYMENT OF BILLS Motion to pay the bills as presented. REPORTS Mayor Treasurer Solicitor Building Inspector Chief of Police Animal Control Borough Manager REPORTS OF COMMITTEES Budget & Finance Public Safety Public Works Parks and Recreation Ordinance Personnel Economic Development Planning 2 Old Business New Business 1. Motion to adopt the concurring resolution 2022-07 for GEDTF Grant for $264,000 for VFD parking lot reconstruction 2. Motion to approve the Halloween Parade Application. 3. Motion to approve the purchase of street signs using Liquid Fuels funds not to exceed $9,000. 4. Motion to submit Letter of Interest for Flood Mitigation Assistance. 5. Motion to accept the resignation of part-time police officer Zach Trunzo effective September 11, 2022. 6. Motion to approve EFAA use of Barge on November 5, 2022 for small bonfire. 7. Motion to approve Mayor of Kingstown and King Street Productions, Inc to rent the barge from October 24 – 31, 2022 for $2,000. 8. Motion to ratify the Police Agreement for the years 2023 – 2025. 9. Motion to accept Trail Development Fund Grant for $250,000 and authorize Glenn Engineering to provide the Steel Rivers Council of Government the final scope of work and prepare and provide the specifications necessary for bidding. 10. Motion to hire part-time police officer Frank Barrerio pending complete background check and approval from the personnel committee. 11. Motion to appoint the following individuals to the Uniform Construction Code (UCC) Appeal Board effective immediately: Michael Plavchak 3-year term Kelly Magill 2-year term Gary Wargo 1-year term 12. Motion to approve the estimate from Jim Shorkey Ford to replace the clutch in the 2007 Public Works dump truck for the price of $2,104.70. 3 13. Motion to approve three invoices from Glenn Engineering for paving grants work done. The invoices are for $4,739.80 for CD47 grant management, $297.50 for GEDTF Grant application and $808.75 for CD 49 Grant application. 14. Motion to approve Tim Vasko’s Tree Service to remove 3 trees that are causing safety concerns at the top of Church Street at a cost of $2,000. PUBLIC COMMENTS GOOD OF THE ORDER ADJOURNMENT 4
