VISITORS PUBLIC COMMENTS ON AGENDA ITEMS APPROVAL OF MINUTES Motion to approve the minutes of October 19, 2022 Workshop and October 25, 2022 Council Meeting. Motion to authorize the Manager to advertise the preliminary 2023 budget. 2. Motion to accept the resignation of Matthew Brand as a part-time police officer effective November 23, 2022. 3. Motion to make the final payment of $25,000 plus any interest due to pay off the 2022 TAN. 4. Motion to authorize applying for a $100,000 TAN for 2023 5. Motion to transfer $77,490.11 from the General Fund to the American Rescue Plan Fund. 6. Motion to move $45,483.99 from American Rescue Fund to General Fund. 7. Motion to move $72,000.00 from Farmers National to General Fund. 8. Motion to reappoint Andy Miklos to the Board of the Elizabeth Borough Municipal Authority for a 2-year term ending December 31, 2022. 9. Motion to adopt Resolution 2022-08 amending Local Tax Law effective January 1, 2023, in accordance with PA Act 57 of 2022. This Act allows for the Local Real Estate Tax Collector to automatically waive penalties for taxpayers who have purchased a home within the previous twelve (12) months but have not received their tax bill in the mail. 10. Motion to accept the 2021 audit as prepared by Mark Turnley, CPA. 11. Motion to extend the West Elizabeth Police Contract for a term of one (1) year, commencing January 1, 2023 and ending on December 31, 2023 at a cost of Sixty-Two Thousand Eight Hundred and Seventy-Five Dollars ($62,875.00). 12. Motion to extend a conditional offer of employment to Rebecca Cappalonga for a Part-Time Police Officer position upon completion of all requirements to become a Municipal police officer, successful completion of the background check and Personnel Committee Interview and selection. 13. Motion to apply for a grant that will replace the 2007 Public Works Dump Truck and the 2016 Ford Explorer Police Car. 3  14.
