CITY OF ELKO 3rd Quarter 3:00 PM, Tuesday, August 15, 2023 1751 College Ave, Elko, NV 89801 I. CALL TO ORDER II. ROLL CALL Present: Clair Morris Lana Carter Paul Algerio Absent: Bob Thibault Jason Demaline City Staff Present: Adeline Thibault Diann Byington III. COMMENTS BY THE GENERAL PUBLIC Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN. There were no public comments. IV. APPROVAL OF MINUTES A. May 16, 2023 minutes - regular session. ** A motion was made by Member Morris, seconded by Member Algerio to approve the minutes from May 16, 2023. * Motion passed unanimously. (3-0) V. NEW BUSINESS A. Review, consideration, and discuss ongoing interfacing items with the Nevada Department of Transportation, and matters related thereto. DISCUSSION ITEM Cindy Neisess, NDOT, said she didn't really have anything but offered to answer questions. She asked if Jason Demaline was still a board member. August 15, 2023 Stormwater Advisory Committee | Minutes Page 1 of 2 Adeline Thibault answered he is still a board member. He was in Reno for a meeting and was unable to attend this meeting. Ms. Neisess said she has been doing inspections in Elko lately. She is trying to catch the different intersections. She has permit reviews and so far, there has not been any problems. B. Review City of Elko Stormwater Permit - A review of ongoing enforcement of the City of Elko's MS4 Permit, and projects associated with the MS4 Permit, and matters related thereto. DISCUSSION ITEM Adeline Thibault said she had a few things to go over. At the end of May, beginning of June, we did the environmental education field trip. We presented the stormwater model at Flagview to all of the 5th graders in town. The event went over well. There were almost 400 kids, parents and chaperones. She is starting the annual reports and should have them ready for the next meeting. The river ran at 4-5 feet all through June and is just now coming down. Our biggest challenge with the MS4 right now is the rains we have had recently. The rain just washes sediments into the streets and gutters. It is up to the City to clean it up. Bergeron Village just started as our new big subdivision. She looked at the subdivision up there and was not too concerned with the work. Paul Algerio agreed that they are fighting the big run-off thunderstorms we have had lately. Lana Carter complimented Paul and his crews on how they are handling the run-off. Cindy Neisess said she noticed a storm drain under the overpass on Golf Course Road that appears to be tilted and making the sidewalk unpassable. She was not sure whom that belonged to. Mr. Algerio said he would drive by and take a look at it. VI. SET NEXT MEETING DATE The next meeting was set for November 21, 2023 at 3:00 p.m. VII.
