IV.A For review, consideration and possible approval of the meeting minutes for 8/11/2023.
FOR POSSIBLE ACTION
** A motion was made by Member Morfin, seconded by Member Johnson to approve the
minutes from the August 11, 2023 meeting.
The motion passed unanimously. (3-0)
V. COMMENT BY THE GENERAL PUBLIC
There were no public comments.
VI. NEW BUSINESS
VI.A Review, discussion and consideration of the Ruby View Golf Course Advisory
Committee By-Laws and matters related thereto. FOR POSSIBLE ACTION
Due to the lack of interested individuals seeking to fill vacancies within the committee,
a review of the By-Laws regarding City or County residency requirements needs to be
considered. The committee shall forward a recommendation amending the current By-
Laws to the Elko City Council for approval.

James Wiley, Parks and Recreation, explained when we reformed the committee, we had a
discussion about residency and the board decided members should be members of the City. Since
then, Will Moschetti passed and Dan Stewart moved away and he just found out that Dana Morfin
has moved to Spring Creek. We have an applicant that is a resident of Spring Creek but he coaches
Elko High School. It makes sense to change those requirements back to being a resident of Elko
County.
Clair Morris agreed that it made sense to do that.
Dana Morfin stated she will still keep a golf cart here and she plans on golfing on a regular basis
and remain a part of the Ladies League.
Mr. Morris does not have a problem with it.
Mr. Wiley said this item will be on the agenda for City Council on Tuesday.
** A motion was made by Member Morfin, seconded by Member Johnson to approve
change the bylaws back to it being an Elko County resident to be on the Elko Golf Course
Advisory Board.
The motion passed unanimously. (3-0)
VII. UNFINISHED BUSINESS

VIII.A STAFF REPORTS
James Wiley reported in addition to the bylaws being on the agenda, we have 2 interested
individuals applying to be on the board. Once they are appointed he will schedule another Golf
Course Advisory Committee meeting to go over statistics, project priorities, hole #3 conversion
and rates. It will probably be soon.
Austin Bochman reported they are waiting on Mother Nature. He didn't see the course being open
on March 1st, after looking at the forecast. One project he would like to do on #18, he would like
to take the sand trap out and make a grass trap. It is just like a sand trap but you let the grass grow.
As far as staffing goes, he will have everyone coming back but one but he has another person
interested in working. He looks forward to accomplishing more things at the golf course.
Rick Longhurst reported he was not feeling well.

IX. SCHEDULE THE NEXT GOLD COURSE ADVISORY BOARD MEETING
James Wiley said he would coordinate the next meeting with the Finacial Services Director to get
the next meeting scheduled. We will probably do it on a Friday and have it here.
Rick Longhurst said passes have been selling at last year's rate. What happens if we raise the rates?
Clair Morris answered they got lucky. We won't go back and make them pay the difference.
Mr. Longhurst said he will open the Pro Shop on March 1st and start selling passes too.
