III. COMMENTS BY THE GENERAL PUBLIC Pursuant to N.R.S. 241, this time is devoted to
comments by the public, if any, and discussion of those comments. No action may be taken
upon a matter raised under this item on the agenda until the matter itself has been specifically
included on a successive agenda and identified as an item for possible action. ACTION WILL
NOT BE TAKEN.
There were no public comments.
IV. APPROVAL OF MINUTES
A. Review, consideration and possible approval of minutes for November 21, 2023. FOR
POSSIBLE ACTION.
** A motion was made by Member Morris, seconded by Member Algerio to approve the
minutes from November 21, 2023.
* Motion passed unanimously. (3-0)
V. NEW BUSINESS
A. Review, consideration, and discuss ongoing interfacing items with the Nevada Department of
Transportation, and matters related thereto. DISCUSSION ITEM
B. Review City of Elko Stormwater Permit - A review of ongoing enforcement of the City of
Elko's MS4 Permit, and projects associated with the MS4 Permit, and matters related thereto.
DISCUSSION ITEM
Ralph Negron said he was reviewing minutes from last year. He asked what the Educational Fieldtrip
was? He saw that Addie did that and went to Flagview and did a presentation.

Lana Carter said there was an interactive model she showed to the kids. The kids get excited about it.
Mr. Negron said we have some interviews for the Environmental Coordinator tomorrow. He asked if
there was some reporting in the Spring that he needed to be aware of.
Ms. Carter said maybe Paul knows, but she thought there was a report Addie would send to the State
regarding the MS4 Permit is up to date.
Mr. Negron thought it was an annual report and she gave that before she left.
Paul Algerio said there is a big spreadsheet they fill out that tracks what they do each year. We
should be up to date on everything.
Ms. Carter said her involvement is with the construction permits. Everything seems to be tidy even
though it has been muddy. She tries to keep the City out of trouble with the State permits. There are
inspections of trackouts and forms to be filled out. The State will come and visit the construction
sites and review the forms and reports.
VI. SET NEXT MEETING DATE
The next meeting will be May 21, 2024 at 3:00 p.m.
