VII REPORTS VIIA STAFF REPORTS November 9, 2023 Parks and Recreation | Minutes Page 1 of 5  VIIB Report on the Elko Sports Complex Phase 1 concrete improvements Report on Winter schedule for the Elko Pool Report on SnoBowl Report on Main City Park shade structure James Wiley, Parks and Recreation Director, explained they had a Phase 2 design done for the Sports Complex. That has been put on hold. We also did some design work for Phase 1, making things easier to access. Those designs included asphalt and concrete. Since then we had the consultants do a design and an estimate. It is about $1 million of work and it will finish off the concrete design at the Sports Complex. We will need to ask for funding to complete it. There is $2 million set aside to go with Phase 2 and he expects to use some of that money to complete Phase 1. It will be nice to finish that off. Danny Story asked if the decision had been made to move forward with artificial turf or stay with natural grass. Mr. Wiley answered that decision has not been made yet. We did some reseeding this year and we are waiting to see what we get coming to next spring before that decision is made. Karen Kump asked if there is an announcer stand set up there. Mr. Wiley answered it is not in the design but we are putting in the ground work if we decide to do that in the future. That can be an issue because there are several fields there. If you announce for one team, everyone can hear it. In the phase 2 design we were working with the High School because we thought they were losing their field. There is some discussion that needs to take place if we are still going down that route. He will want to get this put out this winter if we are going to move forward with these Phase 1 improvements. We will bring it back during budget season and see if we can fit it in. The pool will have a shut down this winter. We had 98 percent humidity in the building because we don't have a circulation system. That has been an ongoing problem the last few years. We will shut down in December and open back up in January. When we open up we will still be dealing with condensation and dripping. The schedule will not change much from what it is now the remainder of the winter. Our goal is to keep the pool open during construction. At the last meeting he reported on the replacement of the Comm Line at the SnoBowl. That has been corrected and the lift is working well. We are scheduled for next spring to replace some more electrical wires. We are happy with the progress on the lift. We are looking forward to a good season this year. We did a lot of repair work on 2 of the snow groomers. We are looking for more instructors. Ski lessons are open for registration. The shade shelter for the BBQ area is waiting for the building permit and some concrete work. His plan is to have the new shelter in place for the spring season. Everything has been put to bed for the winter and the blue rooms are out. Andrew Storla asked what the timeline was for the ShoBowl instructors. Mr. Wiley answered the lessons don't start until January 13th. The sooner we can get the instructors on board, the better. VIIC BOARD REPORTS November 9, 2023 Parks and Recreation | Minutes Page 2 of 5  VIID BOARD REPORTS: Report on Kump Field Improvements - Danny Story Danny Story said he had some questions about Kump Field. What happens to the original land conveyance the Boys and Girls Club entered into with the City? Are they staying there? Mr. Wiley answered both aspects of the land conveyance (Kump fields and Herrera fields) are going away. Kump fields are not encumbered by federal monies. Mr. Story asked if the Event Center will be built there. Mr. Wiley answered they are looking for alternative sites. It will not go on Kump fields. Mr. Story said he would like to see some of that $2 million that is not being used for Phase 2 of the Sports Complex be put into improvements at Kump fields. He would like to open up a discussion on that and work with the High School. A lot would need to be done there. He thought it would make it a more regional attraction. Mr. Wiley agreed they can discuss it. The lighting system is not usable. NV Energy shut down the lower field. The electrical is not up to code. The upper field has electricity but the lights are not great. It would not hurt to get a design for the lighting. Anything else we would need to get estimates before we move forward. Maybe we can look at getting a historical designation but he did not know what needed to be done. Colby Curtis said, coming from a different viewpoint, another project that needs to be looked at are the football fields by Flagview. The City has put a lot of money into baseball and he has heard some complaints about the football fields. He was not sure how big of a project it would be. Mr. Wiley said that would be a big project. You are talking about curb, gutter, sidewalk and slope design. There needs some more design work but it was going to be a $3 million project. We have a big project that will be presented later on. He anticipates funding to go towards that project before it is complete. We have projects from a decade ago that have not been completed. We need to start checking off these boxes on projects. At the last meeting we talked about Room Tax. It is not a popular topic. The hoteliers have taken it every time. He was not sure what is available right now. Part of the last increase was to help the ECVA pay their balloon payment and he thought that increase goes away once the balloon payment has been made. There is a cap on room tax and we are almost there. Mr. Curtis felt we are missing out on money because we are not maxed out on room tax. Mr. Wiley said if the board was interested, he could go to Council about that but he will need board participation on it. Mr. Storla asked about NDOW. November 9, 2023 Parks and Recreation | Minutes Page 3 of 5 Mr. Wiley answered regarding the urban fishery. NDOW has secured the pond at 12th Street. There are other ponds they are looking at up the river. The initial plan was to use that pond at 12th Street and turn that into an urban fishery. They would run classes and regulate the fishing regulations. The City would take over the maintenance. It has been talked about for a long time. They may be getting close but he did not know the specifics. He offered to bring an update on this at the next meeting. Mr. Story asked about the Igloo. Mr. Wiley answered they seem to be doing well on their own. The City used to help with funding but they appear to be funding themselves now. They just built the outdoor skating rink. We haven't sent them money for some time. VI NEW BUSINESS VIA Rusty Bahr CEO with the Boys and Girls Club will present an update regarding the swimming pool and recreation center project and matters related thereto. INFORMATION ONLY NON ACTION ITEM Rusty Bahr, CEO Boys and Girls Club, gave a presentation. Danny Story wanted to know where the Event Center is going to be. Mr. Bahr said he could not tell them where it is going to be yet but he felt it was a great location. There are some victories in moving things. We get to keep Kump and Herrera fields. The City is up 3 fields right now. We will be getting a bigger Recreation Center moving it to this location. Mr. Curtis asked what they are looking at for the expansion area. Mr. Bahr answered they have no idea at this time. You never know what is going to happen in 10 years. Mr. Curtis asked if the gymnasium will be big enough to host basketball tournaments. Mr. Bahr answered it will not but the intention is to be able to host those tournaments in the Events Center because it will be big enough to have 4 basketball courts. It will be able to host bigger names and acts and seat up to 7,000 people. As soon as the Recreation Center is built, they plan to start working on the Events Center.
