City of Elko PRAB PARKS AND RECREATION ADVISORY BOARD 6:30 PM, Thursday, April 18, 2024 1751 COLLEGE AVE, ELKO, NV 89801 I CALL TO ORDER II ROLL CALL Present: Jim Conner, PRAB Member Colby Curtis, PRAB Member Lynette Davis, PRAB Member Harmony Stahl, PRAB Member Fred Beitia, PRAB Member Absent: Andrew Storla, PRAB Member Danny Story, PRAB Member City Staff Present: James Wiley, Parks and Recreation Director III PLEDGE OF ALLEGIANCE IV APPROVAL OF MINUTES IVA Approval of November 9, 2023 Minutes ** A motion was made by Member Conner, seconded by Member Beitia to approve the minutes. The motion passed unanimously. (5-0) V COMMENTS BY THE GENERAL PUBLIC Jane Zugazaga, 2195 Honda Lane, said at the last meeting, Mr. Heguy gave some information and she didn't want to say the same things. Pickle Ball and tennis are not the same thing. Over the last 10 years, our club has grown and includes teenagers up to retired people. Pickle Ball is the only sport not benefited by the Parks and Recreation Department. Many surrounding areas have invested in Pickle Ball for their communities. She didn't want to see this sport be ignored by the City and wanted the City to invest in it. Debbie Pavalek, Kittridge Canyon, said there was a Monkey Survey that was perfomed in July 2023 regarding Pickle Ball. She wondered what the results were. VI PRESENTATION VIA A presentation regarding an expansion project for the Museum within the Main City Park and matters related thereto. FOR POSSIBLE ACTION Representatives will present a conceptual overview for the Museum Expansion Project within the Main City Park. This project will involve an extension of the current leased area in order to expand the current foot print of the Museum. Staff is seeking a recommendation in favor of the construction project to be forwarded to the Elko City Council for final approval. JW James Wiley, Parks and Recreation Director, said Bob Heguy and Pedro Ormaza came to present to this board but there was not a quorum. The reason this was on the agenda was that is was going to be on the City Council Agenda. City Council has approved the expansion. They are wanting to expand the footprint of the museum to include some new exhibits. NGM is working with the group to fund the expansion. We have run into some encumbrances on the land. If we displace the greenspace in the park, we have to replace that equally somewhere else. The project is doable but we have to go through a land conversion process. We think it is a worthy project. The project will not affect the restrooms or the volleyball field. VII NEW BUSINESS VIIA Review, discussion and consideration of the proposed 5-year plan for capital projects for the Parks and Recreation Departments and matters related thereto. FOR POSSIBLE ACTION This agenda item is intended to give the Advisory Board an opportunity to discuss and consider possible capital expenditures for the next five years. Staff is seeking a recommendation for approval of a 5-year capital plan to be forwarded to the Elko City Council for final action. JW Mr. Wiley said we do this every year. You know how the 5-year plan comes about and how we work with it. This is just a guiding document and has not been approved by Council. This will give us direction with big projects within the park system. We have had good discussions about this plan with members of the public. He went over the list and discussed each item. The Master Plan is not complete yet. Pickle Ball has come up many times while conducting the survey for the Master Plan. He anticipates somewhere in this 5-year plan, the South Side courts will be resurfaced and new markings put down. Cynthia Giles, 3278 Scenic View Drive, wondered if when he was talking about the old roller rink, are you talking about the tennis courts. Mr. Wiley answered he was referring to both. Ms. Giles asked if they would still be able to use the Southside Park like they are now? (yes) She asked about other locations. April 18, 2024 Parks and Recreation | Minutes Page 2 of 3 Mr. Wiley said they are looking at other areas but they may end up being outlying areas that are undeveloped. We will do a multiple site evaluation before we do anything. Michelle Tolhurst, 3467 Lupine Street, said she just started playing Pickle Ball in August, and she loves it. She thanked the board for considering different sites. Her whole family loves playing Pickle Ball. Mr. Wiley continued down the 5-year plan, explaining each item. Most items on the remainder of the 5-year plan are listed as TBD for now until we gather more detailed information such as the engineering, design and cost estimates. We can discuss these items more at the next meeting. There are other potential projects that are not listed because we lack detailed agreements or plans, but those may be coming up soon. These can include the Urban Fishing Ponds, resurfacing the tennis ball courts, and others. ** A motion was made by Member Stahl, seconded by Member Conner to accept the project list for 2024/2025 and to reconveine in June to finalize the rest of the 5-year plan.
