VI NEW BUSINESS VIA Review, discussion and consideration of the proposed five year plan for capital projects for the Parks and Recreation Departments and matters related thereto. FOR POSSIBLE ACTION This agenda item is intended to give the Advisory Board an opportunity to discuss and consider possible capital expenditures for the next five years. JW James Wiley, Parks and Recreation Director, went over the proposed five-year capital improvement plan spreadsheet provided in the agenda packet: On-Going Expenditures: Weed abatement and asphalt maintenance are budgeted every year. 2024/2025: This is the current fiscal year. It has already been approved. The Sports Complex Concrete Plaza is the biggest line item ($1.5 million). Last week, the City received bids for this project. There was one bidder. Their bid for just the concrete work came in at $1.42 million. Because only one bid was received staff doesn’t have anything to compare it to for pricing. There were bid alternatives for shade structures over the bleachers, landscaping and irrigation, and additional sidewalks, but because of where the bid came in for the base bid, the recommendation to the council will be accept the bid and award the contract without the bid alternatives so construction can hopefully start in September and finish at the end of October / beginning of November. The City currently has a permit with the Army Corps of Engineers to restore and construct desirable wetlands at the Sports Complex. Some progress has been made over the last five years, but there is a long way to go. We are currently working with consultants to revamp the restoration plan, including a change to the plant pallet because there are major soil issues. That plan should be completed this year. We plan on renovating Southside restrooms with new fixtures, roofing and new partitions. We are working on the bathrooms behind the museum right now. The City has a partnership with the Boys & Girls Clubs of Elko to build a new pool and recreation center. We have pledged $900,000 this fiscal year and another $900,000 next fiscal year. The $50,000 for pickleball resurfacing will be used for the Main Park’s tennis courts. It didn’t make sense to put temporary pickleball markings down when we will be doing a permanent pickleball court at Southside. We are hoping to get this done in the spring. Board Member Harmony Stahl asked for clarification, will it be used for pickleball or tennis? Mr. Wiley said it will be used to resurface the tennis courts and they will be striped for tennis. This will be the city’s tennis facility. August 8, 2024 Parks and Recreation | Minutes Page 2 of 6  2025/2026: This fiscal year has seen the most changes. The Main Park’s handball and basketball courts line item is for new surfacing, which is needed direly. New fencing will also be installed. The fencing will be 10 feet tall on the basketball side. A member of the Basque Club will assist with patching and repainting the handball court wall. This project is budgeted at $500,000. The quote he has is just under $400,000, but there will be some associated engineering and design costs. There will be two projects at Southside Park for pickleball courts dedicated to the sport. The existing tennis courts will be repurposed into six pickleball courts with a cushioned pickleball surface, surface mounted permanent nets and divider fencing in between the courts. The basketball courts will also be resurfaced at the same time. The hockey rink will be retrofitted into five pickleball courts. It will get new fencing and gates, permanent nets, divider nets between the courts, and a cushioned pickleball surface. These projects are budgeted at $300,000 and $200,000 respectively. We are currently trying to get under contract with an engineer to put plan sets, specifications and bid documents together so we can go out to bid late next spring / no later than July. He hopes construction will start in late summer and wrap up before it gets too cold. Rick Whittington, concessionaire for tennis for the city, said he didn’t see anything listed for tennis. Mr. Wiley clarified that the Main Park tennis courts will be reserved for tennis, even though it says it is for pickleball. Board Member Stahl asked if she was reading the document right, is there $1 million budgeted for pickleball? Mr. Wiley said the $1 million is for pickleball, as well as the basketball and handball courts. Chairman Curtis asked if there were plans for lighting. Mr. Wiley said no. We will live with the current lighting for now due to the cost, but it will be considered in the future. It will be easy to retrofit new lighting at the hockey rink. Chairman Curtis called for questions from the board and public comments without any response. Mr. Wiley continued. 2026/2027: He left this fiscal year open for unknowns and planning and design work for future projects, while the fund is built back up. 2027/2028: The numbers for this fiscal year and the next are much more tentative, but he put some numbers down for big projects that have been on there for a while. Design work for the Wornek Football Complex was started several years ago but never finished. Plans include a parking lot, parking lot lighting, sidewalks, curb and gutter, a restroom, and an in-slope seeding system to mitigation erosion. The $3 million is just a placeholder and will likely not be enough, but a current design and estimate will be needed to pin that number down. August 8, 2024 Parks and Recreation | Minutes Page 3 of 6  There are some numbers listed for costs associated with design work for trail improvements. The City has been working with a group to construct the HARP Trail over Elko Summit to Spring Creek. They are applying for federal grants right now. If they get the grant and complete the work, there will be a few loose ends for the City to tie up. 2028/2029: The big project tentatively slated is the Nevada Department of Wildlife (NDOW) Urban Fishery off 12th Street in the Humboldt River going east for three fishing ponds. On the agenda for the upcoming City Council meeting is a Memorandum of Understanding outlining a partnership between the City and NDOW. NDOW will be responsible for the construction and maintenance of the fishery, and the City will be responsible for the development of the parking lots, restrooms, trail systems and green areas. Permitting through the Army Corps of Engineers will be required because it will be along the river, which will take some time. For example, permitting for the Sports Complex took three years. NDOW is the property owner, so they would apply and manage the permit, not the City. He put down an arbitrary number of $2 million for the City’s portion of the project. It will likely be a multi-phase project. The five-year plan is a fluid document that will need to be reconsidered and updated every year as priorities change, but this is the plan today. He then asked for questions. Board Member Stahl asked why the NDOW project would be funded out of the recreation fund. What are the recreational opportunities it will provide? Mr. Wiley clarified the ponds wouldn’t be a hatchery, but rather a place where people can fish, managed and stocked by NDOW. NDOW will host educational programs and events about the outdoors, nature, wildlife and botany. There will also be a park with pathways for walking and jogging, and other things. He was a part of constructing an urban fishery along the Jordan River and it was probably the most popular park outside of athletics that people went to for leisure. It will be another outdoor recreation opportunity for those members of our community that can’t make it out to areas outside city limits. When he came to the City of Elko 17 years ago, talks about developing this urban fishery were already happening. The survey conducted for the master plan update that is being working on showed a high interest in walking passes, nature areas and fishing. Board Member Willard Burnham asked for more information on the shade structures for the Sports Complex – Phase One project. Mr. Wiley said the City was hoping to get some better bids, but because of the cost of concrete, only the concrete work will happen right now. The bid alternatives, including the shade structures, will have to be completed later. There are two options for installing the structures, one is to core out the concrete and install a footer and the other is to do a surface mount. The structures are not super beefy. They are basically arched T-frames – a pole on each side with some structural steel between them, and then a shade tarp stretched tightly over. They do not have an electrical component. He would like to see that project done sooner than later. The motion passed unanimously. (5-0) VIB Review and discussion regarding the term limits of Board Members Colby Curtis, Harmony Stahl, Ashlyn Greener and Andrew Storla and matters related thereto. NON ACTION ITEM FOR DISCUSSION ONLY. The term for members Colby Curtis, Harmony Stahl, Ashlyn Greener and Andrew Storla expired on June 30, 2024. All members are eligible for reappointment following an advertisement of the term's expiration. JW Mr. Wiley said the term of office is four years. These four members’ terms have expired, but they can apply for reappointment once there has been a public advertisement. There will be an agenda item on the next City Council meeting for authorization to advertise. When the ad comes out, if any of these members want to stay on the board, they will need to submit in writing their desire to be reappointed. He has been unable to get a hold of Ashlyn Greener for the better part of a year. That may be a vacancy that could be opened and filled by the general public. VII UNFINISHED BUSINESS VIII REPORTS VIIIA STAFF REPORTS Mr. Wiley said fall sports kicked off this Saturday with junior football's opening day. NNYSA soccer will start this weekend or the following weekend. With the construction hopefully going on at the Sports Complex, he will work with the baseball teams using those fields regarding scheduling and safe access. The City will close the swimming pool after Thanksgiving for some piping work on the lines feeding the indoor pool. Thay may go through to the end of the year. The pool was shut down during the coldest months of last winter to cut down on the humidity in hopes of giving us more time in the facility. Leaving the building at a cooler temperature reduces the temperature difference between inside and outside temperatures, minimizing sweating. The upgrade on the controls for the lift at the SnoBowl have been completed. Troubleshooting will be greatly improved. The annual 3D archery shoot at the end of September (Elko Archery Club’s SnoBowl Challenge on September 28th & 29th) will be the first time the lift is used by the public since the upgrade. Mr. Wiley said he did not know, but from visual observations, it would seem they are somewhat behind schedule. Jan Baum, City Manager, said we could ask Rusty Bahr to give an update at the next meeting. VIIIB BOARD REPORTS No report. X COMMENTS BY THE GENERAL PUBLIC There were no public comments. IX SCHEDULE THE NEXT PARKS AND RECREATION ADVISORY BOARD MEETING The next meeting is scheduled for October 17th at 6:30 PM. Mr. Wiley said he will reach out to Rusty Bahr to find out if he will be available to attend and give an update on the recreation center. There being no further business, the meeting was adjourned.
