CITY OF ELKO Q2 STORMWATER ADVISORY MEETING 3:00 PM, TUESDAY, MAY 27, 2025 GOTO MEETING I. CALL TO ORDER The meeting was called to order at 3:09. II. ROLL CALL Present: Paul Algerio, Chairperson Kurstin Sirotek, Member Cynthia Neisess, Member Absent: Lana Carter, Vice Chairperson Marissa Lostra, Councilmember City Staff Present: Ralph Negron, Development Manager Nichole Stephens, City Clerk Technician II III. COMMENTS BY THE GENERAL PUBLIC Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN Chairman Paul Algerio called for public comment and did not receive a response. IV. APPROVAL OF MINUTES A. Review, consideration and possible approval of minutes for February 25, 2025. FOR POSSIBLE ACTION ** A motion was made by Staff Negron, seconded by Member Sirotek to approve the minutes from the February 25, 2025 meeting. * Motion passed unanimously. (4-0) V. NEW BUSINESS There was no new business. May 27, 2025 Stormwater Advisory Committee | Minutes Page 1 of 3 VI. PRESENTATION A. Review City of Elko Stormwater Permit - A review of ongoing enforcement of the City of Elko's MS4 Permit, and projects associated with the MS4 Permit, and matters related thereto. DISCUSSION ITEM Member Kursten Sirotek reported they were still under the administrative continuance of their last MS4 permit. She said they had received from the Nevada Division of Environmental Protection (NDEP) an updated permit, and they had submitted their comments back to them. She said they were still in the process of finding out what will be in the new permit, and she may have updates at the next quarterly meeting. Mr. Algerio asked Ms. Sirotek if she was actively checking the permits that were out there for enforcement purposes. He added he didn’t know which contractor’s permits were still active, but for example at the end of Khoury Lane they still had coverings over the drain inlets. Ms. Sirotek responded that even if they do not have a permit, they can still reach out to them if they see an issue. She noted she monitors those general construction permits through the NDEP site. She said she did not believe Khoury Lane was still covered under that permit, but she was sure they could still reach out about the storm drains or any other issues they see. Mr. Algerio said he would make a list of issues as he finds them and give them to Ms. Sirotek. VII. REPORTS Ms. Sirotek reported they saw approximately 370 5th grade students for the stormwater model education presentation they held in Lamoille Canyon from May 19th to the 22nd. She added all of the kids had a lot of fun with it and learned a lot. Mr. Algerio asked how that compared to previous years. Ms. Sirotek answered she thought the numbers were pretty comparable from year to year since they had the same number of classes every year. Mr. Algerio asked if it was the same thing every day or did the same classes come back every day. Ms. Sirotek responded they saw three different classes per day split into eight different groups to move around different stations that were set up. They did the same presentation over and over to different students. VIII. SET NEXT MEETING DATE The next meeting was scheduled for August 26th, 2025, at 3:00 PM.
