CITY OF ELKO Q4 Stormwater Advisory Committee (SWAC) 4th Quarter Meeting Minutes 3:00 PM, Tuesday, November 26, 2024 I. CALL TO ORDER Called to Order at 3:00 PM II. ROLL CALL Present: Paul Algerio, Street Superintendent, Chairperson Lana Carter, Carter Engineering, Vice-Chairperson Kurstin Sirotek, Environmental Coordinator, Member Clair Morris, Councilmember City Staff Present: Nichole Stephens, City Clerk Technician II City Staff Absent: Ralph Negron, Development Manager Scott Wilkinson, Assistant City Manager III. COMMENTS BY THE GENERAL PUBLIC Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN There were no public comments. IV. APPROVAL OF MINUTES A. Review, consideration and possible approval of minutes for May 21, 2024. FOR POSSIBLE ACTION ** A motion was made by Vice Chair Carter, seconded by Member Morris to approve the minutes from the May 21, 2024 meeting. * Motion passed unanimously. (3-0) B. Review, consideration and possible approval of minutes for August 20, 2024. FOR POSSIBLE ACTION November 26, 2024 Stormwater Advisory Committee | Minutes Page 1 of 3 ** A motion was made by Chairman Algerio, seconded by Vice Chair Carter to approve the minutes from the August 20th, 2024 meeting. * Motion passed unanimously. (3-0) V. NEW BUSINESS A. Review, consideration and possible election of new members to the Storm Water Advisory Committee, and matters related thereto. FOR POSSIBLE ACTION The nomination for an NDOT appointed board member was postponed, as it was determined that the headquarters division of NDOT has to elect someone from NDOT to be a member. ** A motion was made by Vice-Chairperson Carter, seconded by Member Morris to nominate Paul Algerio as a board member. * Motion passed unanimously. (3-0) B. Review, consideration, and possible election of a Chairperson and Vice Chairperson to the Stormwater Advisory Committee, and matters related thereto. FOR POSSIBLE ACTION Pursuant to current City of Elko Stormwater Advisory Committee Bylaws Section 2(a) a Chairperson and a Vice Chairperson shall be elected to serve a 1-year term. ** A motion was made by Vice-Chairperson Carter, seconded by Member Morris to nominate Paul Algerio as Chairperson. * Motion passed unanimously. (3-0) ** A motion was made by Chairperson Algerio, seconded by Member Morris to nominate Lana Carter as Vice-Chairperson. * Motion passed unanimously. (3-0) A. Review, consideration and possible election of new members to the Storm Water Advisory Committee, and matters related thereto. FOR POSSIBLE ACTION ** A motion was made by Chairperson Algerio, seconded by Vice-Chairperson Carter to nominate Kurstin Sirotek as a board member. * Motion passed unanimously. Review City of Elko Stormwater Permit - A review of ongoing enforcement of the City of Elko's MS4 Permit, and projects associated with the MS4 Permit, and matters related thereto. DISCUSSION ITEM Kurstin Sirotek, Environmental Coordinator reported there is a new MS4 permit being written by the state. She said she will add it to the next agenda so that they can discuss it as changes come. Cynthia Neisess, NDOT added there are two events that should be discussed at the next quarterly meeting as part of the MS4 requirements. She said she believed one is around Earth Day and there's another event where they go up to Lamoille Canyon together with the city. Ms. Sirotek responded that the Clean Up Green Up is the event close to Earth Day and the tentative date is April 19th, 2025. She said she did not have the dates yet for the stormwater education event in Lamoille, but she believed it would be in May. VI. SET NEXT MEETING DATE The next meeting will be held on February 25th at 3:00 P.M. VII.
