I CALL TO ORDER
Catherine Wines called the meeting to order at 4:33 p.m.

V APPROVAL OF MINUTES
A November 9, 2023 Special Session
** A motion was made by Member Johnson, seconded by Member Delaney to approve
the minutes from November 9, 2022 Special Session.
The motion passed unanimously. (3-0)
VI UNFINISHED BUSINESS
A Review, discussion, and possible action on the Power/Signal Project, and matters related
thereto. FOR POSSIBLE ACTION

Catherine Wines said the last time they met, they were still working on the Mayors Arts Awards
and didn't want to have two calls out at one time. We can put it out now if everyone was good with
that.
Cynthia Delaney said it was good to send these out now.
Ms. Wines thought we could let people decide what they want to do on the power boxes. Did we
ever decide on a cost? What did we say we would pay them to do that?
Ms. Delaney thought it may have been $500.
Ms. Wines thought $500 was low. She offered to contact Scott Wilkinson next week about that.
Cathy Laughlin, City Planner, asked if an orgazation wanted to come in and pay to have some
pictures put on it.
Ms. Wines answered she thought that was fine as long as it is not advertising.

B Review, discussion action on the Community Tree Projects, and matters related thereto.
FOR POSSIBLE ACTION
Ms. Wines said this is Mandy Simons' idea. She really wants a Christmas tree. The rest of Council
was hesitant buying a tree after seeing the price. Ms. Simons was going to talk to the DBA to see
if they would help pay for it. The DBA has mentioned they would like a 50ft tall tree but that is
the size of a 5-story building.

C Review, discussion, and possible action concerning the 2026 Sestercentennial Art
Project, and matters related thereto. FOR POSSIBLE ACTION
Ms. Wines said they have decided to do this project on Honda Hill. We were going to hike up there
when it wasn't muddy. The engineering for it has been donated by Erik Lattin at Black Dolphin
Engineering. He will need to go on the hike with us but he is not available for the next couple of
weeks.
Bob Thibault, Civil Engineer, said he could go up there whenever they want. He put together a
drawing on the overhead that showed a couple of places they can put the letters. There was even
room enough for a parking lot. We haveHigh Desert Engineering working on a parcel map for this.
We are creating this parcel for this project.
Ms. Wines said we need to do some research on what would be the best backdrop for the lettering.

There was some discussion about the options, the color of the letters, and what would show up best.
It was tentatively decided that the top of the hill would be best.
Ms. Wines said they would hike up there that in a couple of weeks and maybe then the solution
would be clearer. As soon as we figure that out, will have to start raising funds.

D Review, discussion, and possible action on the sculptures to be displayed on the
downtown art pedestals, and matters related thereto. FOR POSSIBLE ACTION
Ms. Wines said there are no art pedestals and thought this was taken off. We applied for a grant
and we didn't get it. We understand why we didn't get it and we will apply for it again next year.

A Update on the Art Pedestals on the Block Ends Construction Project in the Downtown

Cathy Laughlin, City Planner, said there will be a meeting this month.

A The next Arts and Culture Advisory Board is scheduled to be held at 4:30 P.M., P.D.T.
on Wednesday, May 3, 2023, and matters related thereto. FOR POSSIBLE ACTION
The next Arts and Culture Advisory Board meeting will be May 3, 2023 at 4:30 p.m.
IX COMMENTS BY THE GENERAL PUBLIC
Ms. Wines said there are some shows coming up. The community concert is in full swing every
month. Hopefully summer will be here soon.
