City of Elko ) County of Elko ) State of Nevada ) SS July 11, 2023 The City Council of the City of Elko, State of Nevada met for a regular meeting beginning at 4:00 PM, Tuesday, July 11, 2023. The meeting was held in the council chambers, 1751 College Ave., Elko. This meeting was called to order by Mayor Reece Keener. CALL TO ORDER The Agenda for this meeting of the City of Elko City Council has been properly posted for this date and time in accordance with NRS requirements. II ROLL CALL . COMMENTS BY THE GENERAL PUBLIC July 11, 2023 City Council | Minutes Page 1 of 6  Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN Lee Hoffman, 1085 Barrington Ave., said he wanted to remind City Council and Staff that they have a Legislative Review scheduled for July 19 in the County Commission Chambers. We are asking the local officials to speak on items in the legislature that have affected them. There will be a general discussion and then a question and answer session. Everyone is invited. Charles Lloyd, Meg McQuire, and Jason Kersham, Elko Sanitation, introduced themselves. There have been a lot of management turnover at Elko Sanitation and with this short agenda, we felt it was a great time to be here. V. APPROVAL OF MINUTES A. Regular Meeting Minutes June 27, 2023 The minutes were approved by general consent. VI. APPROPRIATION A. Possible approval and/or ratification of Warrants, and matters related thereto. FOR POSSIBLE ACTION ** A motion was made by Council Member Simons, seconded by Council Member Stone to approve the regular warrants FY 2023 in the amount of $383,483.86; hand-cut checks FY 2023 in the amount of $155,945.91; regular warrants FY 2024 in the amount of $257,639.38; hand-cut checks FY 2024 in the amount of $1,107,405.30; and, utility refunds in the amount of $1,207.81. The motion passed unanimously. (5-0) B. Review, consideration and possible award of the Public Works Department Preventative Maintenance Project 2023, to apply Micro Slurry Seal and Cape Seal to select City Streets, and matters related thereto. FOR POSSIBLE ACTION At their May 23, 2023, meeting, Council authorized staff to solicit bids for the Preventive Maintenance Project 2023. Bids were received until 1:00 p.m. on June 22, 2023. Only one bid was received from Sierra Nevada for $788,007.00. PA Paul Algerio, Street Superintendent, explained this is straightforward with one bid and the numbers were on target with the engineer's estimate. Mayor Keener asked if he was surprised that they didn't get bids from anyone else. July 11, 2023 City Council | Minutes Page 2 of 6  Mr. Algerio answered there were three that had looked at the plans but only one that submitted. It was a surprise. This company is good to work with. Mayor Keener called for public comments without a response. Councilman Stone said on the bid, we have the $780,000 but the work that is done by the City, is that added to the numbers. Mr. Algerio answered no. Mayor Keener said at times Paul will try to sneak in some extra projects and streets. Are you doing that this time? Mr. Algerio answered that depends. We can go 25% above or below that number but this was the highest number we have ever spent. ** A motion was made by Council Member Stone, seconded by Council Member Puccinelli to award the bid to Sierra Nevada Construction for the Public Works Department Street Maintenance Project 2023, in the amount of $788,007. The motion passed unanimously. (5-0) VII. REPORTS A. Mayor and City Council Mayor Keener spoke about the NDOT I80 Improvement Project. He encouraged everyone to check out the website for the project. He attended the Fireworks Show on the 4th and the City received a certificate of appreciation from the Fireworks Committee. Councilman Morris has stepped up to run the T-Rex race. He saw the mosquito spraying being done and asked James if it was effective. James Wiley reported it is effective but we don’t know yet how well it worked. This is the last year we will use this vendor, since he is retiring. In the future, we will probably go after the larva instead of the adults. Mayor Keener reminded everyone of the Nevada League of Cities in Las Vegas next month. He will miss the first meeting in August. Councilwoman Simons reported right now there is a call to artists for the award for the Mayor's Arts Awards. Councilman Stone told the Fire Department how much he appreciates the work they do. B. Utilities Director Dale Johnson reported he sat through a meeting today with the Department of Conservation and Natural Resources and NDEP regarding some grant funding that is available on our infrastructure. We will be bringing an item back at the next meeting to ratify submitting the applications. We will also be meeting with staff to determine what project to move forward with. There is also CDBG funding available that we will be looking to submit an application for. Mayor Keener said there were some hefty NDEP fees in the payables. Mr. Johnson said that was our yearly permit fees. Councilwoman Simons asked about the water report. Dale Johnson went over the violations on the report. Councilman Stone asked if there was a way to let the general public know if bottled water is good. Mr. Johnson answered bottled water is unregulated. Jim Kerr said they send odor samples to two separate labs because they are so subjective. By doing that we can average the samples. E. Public Works No report. F. Airport Manager Jim Foster reported he is fully staffed at this time. He received the August schedule from SkyWest that shows the current schedule for August and the September overnight flight starting September 6th. The numbers for last month were the highest in 18 months. G. City Attorney Absent. H. Fire Chief Chief Johnston thanked Councilman Stone for his remarks, and thanked Councilman Morris for helping extinguish a fire. An off-duty firefighter was passing by and went into the structure to get the July 11, 2023 City Council | Minutes Page 4 of 6  occupant out. They had 5 engines respond to the structure fire, which is unusual for a summer day. Chief Trouten and his crew blocked off the road and we could not do this without the Water Department. It was about a 50% loss on the house. I. Police Chief No report. J. City Clerk No report. K. City Planner Mayor Keener mentioned the Silver State Stampede is this weekend. L. Development Manager M. Financial Services Director No report. N. Parks and Recreation Director James Wiley reported the goats have been up in the SnoBowl so far this season. They will be moving to the river next week. He will be down there a couple of months and may go back to the SnoBowl. We have an archery shoot this weekend. The Archery Club is putting that on. We have done a lot of electrical re-wiring work at the SnoBowl. The pool continues to limp along with the doors still open. The Golf Course is looking great. We had Art in the Park last weekend and it went well. The consultant for the Park Master Plan Update was at Art in the Park and was handing out flyers with a QR code that would take people to a survey. O. Civil Engineer No report. P.
