City of Elko Arts and Culture Advisory Board Regular Meeting 4:30 PM, Wednesday, November 1, 2023 Elko City Hall, Council Chambers, 1751 College Avenue, Elko, NV 89801 I. CALL TO ORDER II. ROLL CALL Present: Mandy Simons, Councilwoman Catherine Wines, ACAB Cynthia Delaney, ACAB Tom Lester, ACAB Mica Johnson, ACAB City Staff Present: Bob Thibault, Civil Engineer Rachel Randall, Planning Technician City Staff Absent: Scott Wilkinson, Assistant City Manager III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC IV.A. Pursuant to N.R.S., this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN Patty Fox stated she thought the awards were tonight. Catherine Wines told her the awards would be next week. V. APPROVAL OF MINUTES V.A. October 4, 2023 Regular Session Some of the board members stated they had not received a copy of the minutes prior to the meeting. The minutes were brought up on the overhead screen and they all reviewed the minutes. November 1, 2023 Arts and Culture | Minutes Page 1 of 5 ** A motion was made by Member Simons, seconded by Member Delaney to approve the minutes from October 4, 2023. The motion passed unanimously. (5-0) VI. UNFINISHED BUSINESS VI.A. Review, discussion, and possible action on the Power/Signal Project, and matters related thereto. FOR POSSIBLE ACTION Catherine Wines asked if there was an NV Energy report from Scott? Bob Thibault reported he had not heard anything back from NV Energy since we last met. He also hadn't reached out to get any more information either because he thought we were waiting on NV Energy. Ms. Wines said she thought we needed to reach out and ask them. Scott was going to reach out and see what we needed to do. VI.B. Review, discussion, and possible action concerning the 2026 Sestercentennial Art Project, and matters related thereto. FOR POSSIBLE ACTION Ms. Wines said we are going to reach out to NGM. We are waiting until after they had responded to mural tags; they asked the Elko Arts Foundation to put together a proposal so they could pay for the mural tags, etc. We have sent that to them and we are awaiting response. Then we will ask for sestercentennial. At this point we are asking for two smaller donations since it is almost next year. They seemed very receptive when she spoke to them. Mandy Simons asked if the state had joined that national organization? Ms. Wines answered she didn't know. Tom Lester said he will bring that up at the next commission meeting. He may reach out too. Ms. Wines said that was the only update she had on this item. VI.D. Review, discussion, and possible action of the Arts Brochure and Map, and matters related thereto. FOR POSSIBLE ACTION Mandy Simons said they said, (assuming it would be bleed in the design, standard paper, folded down to a third of a sheet, 100 lb glossy) 2500 would be about $1200, and 5000 would be $2270. Ms. Wines asked if that was Print ‘n Copy? Ms. Simons answered yes. Maybe they could reach out to Vista Online? November 1, 2023 Arts and Culture | Minutes Page 2 of 5 Ms. Wines felt that was expensive. Printing options were discussed. Cynthia Delaney said people have been asking for them. The interest is there. Ms. Simons offered to look further into printing options. VI.C. Review, discussion, and possible action concerning the Mayor Arts Awards, and matters related thereto. FOR POSSIBLE ACTION Ms. Wines said we decided at last meeting that we would have a Special Meeting for the awards on November 8th. Bob printed out the one nomination we received. In the past, when we didn't receive a nomination for a category, we selected other winners. We have our individual winner. ** A motion was made by Member Delaney, seconded by Member Simons to nominate Susan Kole aka Cheeky Doodles in the role of Individual Arts for Mayor Arts Awards 2023. The motion passed unanimously. (5-0) Ms. Wines said we don't have any nominations on anything else. Last year someone was nominated for Art Teacher at Spring Creek High School, but the City didn't receive it on time. It can be anyone in Elko County that gets nominated. Ms. Simons said the High School Drama Teacher lives at the school. Ms. Wines said the Art Teacher is Brook Lowe. Mr. Lester suggested John Gift, local artist who also created art for pop con. Ms. Wines asked which category? Ms. Wines felt for the Service award, NGM and the Convention Center have never received a nomination. For Arts Organization she suggested the Mexican Folklore Ballet. ** A motion was made by Member Simons, seconded by Member Lester to nominate Nevada Gold Mines for the Service to the Arts Award. The motion passed unanimously. (5-0) ** A motion was made by Member Delaney, seconded by Member Simons to nominate the Mexican Folkloric Ballet for the Mayors Arts Awards for Arts Organization. The motion passed unanimously. (5-0) November 1, 2023 Arts and Culture | Minutes Page 3 of 5 ** A motion was made by Member Delaney, seconded by Member Johnson to nominate Brook Lowe for the Arts Education Award 2023. The motion passed unanimously. (5-0) VI.D. Review, discussion, and possible action of the Arts Brochure and Map, and matters related thereto. FOR POSSIBLE ACTION The board moved back to Item VI.D. Ms. Simons said she did a quick search on Vista Print and the same product came to $800, which is less than half. Mr. Lester thought it would be a good idea to do that. Ms. Wines didn't think they had spent any money on it yet. She thought the budget was $5,000. Bob Thibault was not sure what they were referring to as a file. Ms. Wines answered it is a map of all the art in the City. Ms. Wines said they had a gal from Reno that designed the brochure. Ms. Simons said it is on sale of 20% right now on brochures. Ms. Wines asked if they can we act on that? It does say for possible action. ** A motion was made by Member Simons, seconded by Member Lester to direct staff to purchase 5,000 tri-fold glossy maps from Vista Print for up to $1,000 if we have the money. The motion passed unanimously. (5-0) Ms. Wines asked who should they send this to? Mr. Thibault answered send to me. Ms. Wines thought the Reno gal needed to do something. She will reach out to her. Mr. Lester said what we can print for up to $1,000, then next year go for a grant to get it in the hands of the consumer to distribute to wider audience. ** A motion was restated by Member Simons, seconded by Member Lester to move to get as many brochures from Vista Print for up to $1,000. SCHEDULE THE NEXT MEETING Ms. Wines said the next meeting will be for Mayor's Art Awards is next week. We need to skip December and schedule for January 3rd. Ms. Simons wondered if she would be back from celebrations but the meeting is scheduled for January 3, 2024 at 4:30 p.m. IX. COMMENTS BY THE GENERAL PUBLIC IX.A. ACTION WILL NOT BE TAKEN Ms. Wines said today the Nevada Arts Council hosted a Rural Symposium. She was one of the presenters and she talked about murals.
