I. CALL TO ORDER
Jeff Dalling, Chairman of the City of Elko Planning Commission, called the meeting to order
at 5:30 p.m.

V. APPROVAL OF MINUTES
A. November 7, 2023 - Regular Meeting - FOR POSSIBLE ACTION
** A motion was made by Vice-Chairman Beck, seconded by Commissioner Lemich to
approve the minutes of the November 7, 2023 regular meeting.
The motion passed unanimously. (4-0)

VI. NEW BUSINESS
A. MISCELLANEOUS ITEMS, PETITIONS, AND COMMUNICATIONS
1. Review, consideration and possible approval of Site Plan Review 1-23, filed by
Nevada Health Center, for the development of two accessory structures to be
located on APN 001-200-009, within the PQP, Public, Quasi-Public zoning
district, and matters related thereto. FOR POSSIBLE ACTION
The Nevada Health Center has applied for a permit to construct two carports within
their existing parking lot. Carports are considered accessory structures and
therefore the planning commission must approve the location of the structures on
the site. CL
Stefanie White, Practice Manager for Nevada Health Centers (NHC), stated the parking structures
would go along the back side of the building, the sides facing Cedar Street and Golf Course Road.
They would be separate structures. They would not be attached to the building. NHC was asking for
them to provide cover in winter time when providers would go to cars to see patients, in the event
someone was unable to get out of their vehicle or they were contagious. In response to questions
from Commissioner John Lemich, Ms. White said their initial idea was for a drive-through, but it
didn't work out with the plans, so covered parking over the existing parking stalls was being
proposed. There would be about six feet between the building and the structures. They would be
made of steel and be permanent structures cemented into the ground.
Scott Wilkinson, Assistant City Manager, speaking on behalf of Planning and Engineering, went
over the City of Elko Staff Report, dated November 21, 2023. City Code 3-2-8(E)(2) states,
"Accessory buildings, whether attached or detached, shall be located in accordance with location on
the lot as approved by the planning commission." The report had seven findings and recommended
approval.
Ralph Negron, Development Manager, Jamie Winrod, Fire Marshal (present via GoTo), and Jan
Baum, City Manager, had no concerns.
Commissioner Lemich asked about setbacks.
Mr. Wilkinson stated PQP zoning was unique in that there were setbacks for principal buildings, but
not accessory buildings, which had to be presented to the Planning Commission. The intent of PQP
zoning was to maintain nice yard spaces, with not too much lot coverage. He felt the structures would
meet that objective since they would be closer to the building instead of on the street edge. They also
would provide covered parking for ADA spaces.
** A motion was made by Vice-Chairman Beck, seconded by Secretary Kamps to approve
Site Plan Review 1-23 for the location of two carports to be constructed on APN 001-200-009
subject to the findings of fact listed in the staff report dated November 21, 2023.
The motion passed unanimously. (4-0)

VII. REPORTS
A. Summary of City Council Actions
Mr. Wilkinson reported the rezone on 1st Street (Rez 5-23, Knight) and the final map for Mountain
View Townhomes Unit No. 2 (FM 3-23) were both approved.
B. Summary of Redevelopment Agency Actions
Mr. Wilkinson reported an RDA meeting was scheduled for December 12th at 3 p.m. There were two
items on the agenda, the first being changes to the storefront grant program. The proposed changes
were to clarify what type of improvements would be eligible for the grant. The second item was an
appeal on a storefront application for the Lamoille Power project. The Agency had reworked the
program to allow for an extension. The applicant failed to submit their application before the
extension deadline, so it was denied. He encouraged the board members to attend if they had any
comments on either item.
Rachel Randall, Planning Technician, added the storefront grant documents were also being updated
to reflect changes to the review process due to the Redevelopment Advisory Council being dissolved.
VIII. COMMENTS BY THE GENERAL PUBLIC
