City of Elko Arts and Culture Advisory Board Regular Meeting 4:30 PM, Wednesday, December 4, 2024 Elko City Hall, Council Chambers, 1751 College Avenue, Elko, NV 89801 I. CALL TO ORDER Chairperson Mica Johnson called the meeting of the Arts and Culture Advisory Board to order at 4:31 PM. II. ROLL CALL Present: Mica Johnson, ACAB Chairperson Sharon Owen, ACAB Vice-Chairperson Casey Bennett, ACAB Secretary Mandy Simons, Councilwoman City Staff Present: Scott Wilkinson, Assistant City Manager Annette Robinson, City Clerk Nichole Stephens, City Clerk Technician II III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC A. Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN Ms. Johnson called for public comment without a response. V. PRESENTATION VI. APPROVAL OF MINUTES A. Approval of Minutes for the November 6, 2024, Regular Session Casey Bennett, Secretary, noted the minutes from the November 6th, 2024 meeting needed to be revised to reflect that Mica Johnson was not present during that meeting. ** A motion was made by Secretary Bennett, seconded by Member Simons to approve the minutes with the amended portion to say that Mica Johnson was not present. The motion passed unanimously. (4-0) December 4, 2024 Arts and Culture | Minutes Page 1 of 3 VII. UNFINISHED BUSINESS A. Review, discussion, and possible action concerning the 2026 Sestercentennial Art Recognition and matters related thereto. FOR POSSIBLE ACTION Mr. Bennett suggested a statue to help restart the pedestal project and continue to revitalize green spaces. The statue could include a podium to explain what it is for. Sharon Owen, Vice Chairperson, suggested a more civic orientation and possible collaboration with some organizations. Scott Wilkinson, Assistant City Manager, said they have a permitted design for adjustable type pedestals, and a couple of benches could be added. He said he would need to get dimensions and possible layout to see how big the sculpture could be. The base for the sculpture could be designed after the statue design is chosen if they want to do a permanent sculpture. ** A motion was made by Secretary Bennett, seconded by Member Simons for a presentation on the location and details regarding to the size of the semicircles for a potential Sestercentennial statue, due by the next meeting. The motion passed unanimously. (4-0) B. Review, discussion, and possible action concerning the Mayor Arts Awards, and matters related thereto. FOR POSSIBLE ACTION The Mayor Arts Awards event is a two-step process. 1. Selection of an artist to create the award. 2. Selection of award recipients. On Nov 6th the Arts and Culture approved a call to Artists with submittals due by November 27, the deadline was extended administratively to November 29. The board is required to make a selection for the Mayor Arts Awards. SAW Mr. Wilkinson reported the council received one proposal from Kristi Lyn Glass. He suggested inviting her to the next meeting to discuss refining the reward. ** A motion was made by Member Simons, seconded by Secretary Bennett to select Kristi Lynn Glass to create award and ask staff to invite her to the next meeting. The motion passed unanimously. (4-0) VIII. REPORTS Ms. Owen thanked Councilmember Simons for her time as liaison and for her guidance the past couple of months. Mr. Wilkinson added that her participation on the board will be missed. Ms. Owen reported that Annette Robinson, City Clerk, refreshed the website and there are several community calendars available. SCHEDULE THE NEXT MEETING ** A motion was made by Secretary Bennett, seconded by Member Simons to schedule the next meeting for Wednesday, February 5th, 2025, 4:30 PM PST.
