City of Elko Arts and Culture Advisory Board Regular Meeting 4:30 PM, Wednesday, September 3, 2025 Elko City Hall, Council Chambers 1751 College Avenue, Elko, NV 89801 I. CALL TO ORDER II. ROLL CALL Present: Sharon Owen, ACAB Vice Chairperson Casey Bennett, ACAB Secretary Marissa Lostra, Councilwoman Absent: Mica Johnson, ACAB Chairperson Amy Drost, ACAB Member City Staff Present: Dale Johnson, Assistant City Manager Annette Robinson, City Clerk Nichole Stephens, City Clerk Technician II III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC Vice Chair Sharon Owen called for public comment and did not receive a response. V. APPROVAL OF MINUTES A. Approval of Minutes for the August 6, 2025, Regular Session ** A motion was made by Secretary Bennett, seconded by Councilmember Lostra to approve the minutes of August 6, 2025. The motion passed unanimously. (3-0) VI. UNFINISHED BUSINESS A. Review, discussion, and possible action on the Power Box Project, and matters related thereto. FOR POSSIBLE ACTION Ms. Owen reported she had reached out to Billie Crapo but did not hear back. She suggested that they table the project until they can identify alternative funding for the project or wait for the budgetary cycle and allot some funding for the project. September 3, 2025 Arts and Culture | Minutes Page 1 of 7  Secretary Casey Bennett agreed, stating the item had been hanging out for a little bit and not much had happened with it. Councilmember Marissa Lostra agreed. ** A motion was made by Vice Chair Owen, seconded by Councilmember Lostra to table the Power Box Project. The motion passed unanimously. (3-0) Mr. Bennett recommended after the vote that they should talk about a date to add the item back to the agenda. He said it could probably go as late as July for the next fiscal year, but that was a long time. Councilmember Lostra added the Chamber of Commerce has three big events coming up, and they may just be busy. She said she was supposed to have a meeting with Ms. Crapo next week, and she would touch base and send the board members a follow-up email to see if it was viable for this fiscal year or needed to be pushed to a later date. Mr. Bennett suggested tabling the item until December. ** A motion was made by Vice Chair Owen, seconded by Councilmember Lostra to amend the previous motion to table the item until December. The motion passed unanimously. (3-0) B. Review, discussion, and possible action concerning the 2025 Mayor Arts Awards, and matters related thereto. FOR POSSIBLE ACTION The Mayor Arts Awards event is a two-step process. 1. Selection of an artist to create the award. 2. Selection of award recipients. The board needs to establish a date range for the nominations, along with a final submission deadline. Nomination & Selection Process: Nominations will be juried by a panel from the Office of the Mayor and the Arts & Culture Advisory Board. The jurists' names will remain confidential. Categories for Nomination: • Individual Artist • Arts Organization • Arts Education • Service to the Arts (Individual and/or Organization) Rules: • Open to all Elko County residents. September 3, 2025 Arts and Culture | Minutes Page 2 of 7  • Incomplete or incorrect nominations will not be accepted. • Late submissions will not be considered. • Members of the Elko Arts and Culture Advisory Board are ineligible for nomination. • Past winners cannot be nominated in their winning category for five years following their award. Submitting Nominations Deadline: TBD. 1. Download the Nomination Form from the City of Elko website: www.elkocity.com 2. Include a Description of the nominee's contributions to the arts. Supporting materials may include: o Biography or resume o Photos or examples of work o Awards, articles or reviews, letters of recommendation Ms. Owen stated today was their day to identify and select an artist to create the award, and later they would move forward with the selection of the award recipients. She asked Mr. Johnson to share more about the submission they had received. Dale Johnson, Assistant City Manager, said the canvases submitted were from Alyssa Cumpton. Ms. Owen noted Ms. Cumpton was their muralist from Cedar Street. Councilmember Lostra described the watercolor submission from Carmen Graf. Ms. Owen asked how they could follow up with the artists to ask how they would orient the pieces to the award recipients. She said she would be open to either artist for selection, and thought their work was nice. Mr. Bennett said he appreciated the story provided by Ms. Graf. He stated she was a South African artist now local to Elko; she owns a studio that still exists in South Africa and is well known in the community for bringing art experiences to everyday people and budding artists. Councilmember Lostra appreciated that about Ms. Graf’s submission as well. Ms. Owen stated one advantage to this opportunity was that they could also provide more exposure to a new artist, whereas Ms. Cumpton had already completed a project for the city. Councilmember Lostra agreed with Ms. Owen. ** A motion was made by Secretary Bennett, seconded by Councilmember Lostra to select Carmen Graf for the Elko City Mayor's Arts Award artist for their award selection. The motion passed unanimously. (3-0) September 3, 2025 Arts and Culture | Minutes Page 3 of 7  Ms. Owen asked again for clarification on whether they could allot the art pieces to specific categories or leave that to the artist. Annette Robinson, City Clerk, stated in the past they had the artist come so the board could ask questions. She suggested they invite the artist to the next meeting. ** A motion was made by Secretary Bennett, seconded by Vice Chair Owen to amend the previous motion to include the city contact Carmen Graf and invite her to the next meeting to answer questions the Arts and Culture Advisory Board might have. The motion passed unanimously. (3-0) ** A motion was made by Secretary Bennett, seconded by Councilmember Lostra to request city staff put out a graphic and other press information about the selection process for nominating categories for the nomination: Individual Artist, Artist Orginization, Arts Education, Service to the Arts (individual and/or orginization) with a deadline of September 26th for review at their next meeting in October. The motion passed unanimously. (3-0) C. Review, consideration, and possible award or rejection of bids concerning the 2026 Semiquincentennial Art Project, and matters related thereto. FOR POSSIBLE ACTION Ms. Owen reminded the board there were some follow-up questions at the previous meeting that had been answered for the two projects they were considering. Mr. Johnson added they had gone down to measure the pedestal area and the sculpture with the seven-foot base would fit, though he had received a rendition for a five-foot base from the artist as well, and either one would fit. Mr. Bennett said he appreciated Great Basin College was able to provide a submission, but in his opinion the proposed project looked like something homeless individuals could potentially be under on occasion. He noted that during the summertime, it would be a hot piece of metal and would be something kids could touch and try to slide on and could be a potential liability to the city. Ms. Robinson noted there were a lot of metal art pieces in the city and as the person that handled liability claims, she had not heard of any regarding those pieces. Mr. Johson added there were people climbing on the train downtown all the time. Ms. Owen said she found herself leaning into the local connection of the GBC piece knowing that the students would be participating in its creation under the guidance of a local instructor. She felt it would be a nice connection between the college and the city. Mr. Bennett said since they were local, they did have additional paths they could provide work for, whereas the individual from Salt Lake City was probably a one-time thing. September 3, 2025 Arts and Culture | Minutes Page 4 of 7  Councilmember Lostra said she was very pulled toward the local connection with Great Basin College. She added she had not thought about the issues of the pieces being used as a slide or potential shelter. On the other piece, she loved the color and that it really addressed the 250th birthday of the United States. Both pieces were so different and had amazing qualities, and it was a difficult decision. Ms. Robinson noted the price point for Angie Smith’s was $9,500. Mr. Johnson stated he believed the college was $7,000. Ms. Robinson added they may want to consider the painted piece will require touch-ups and ongoing maintenance. Mr. Bennett asked Mr. Johnson if the steel plates were ferrous or susceptible to rust. Mr. Johnson responded yes, they didn’t plan to coat them with anything, and they would develop a patina and rust. He added the lesser of the two was easier to achieve if they were looking for other funding for a second piece. Mr. Bennett asked the board if there were any foreseeable issues with the piece from Salt Lake City. Councilmember Lostra said both pieces will have issues, whether it’s the colored one where the paint will fade and need touched up or the other one, with the intent of being a patina piece, and there would be an issue with rust in the long term on both of them. ** A motion was made by Vice Chair Owen, seconded by Councilmember Lostra to accept the piece from Great Basin College for the Semiquincentennial Art Project with installation of 6th Street. The motion Fail. (2-1) VII. NEW BUSINESS A. Review, discussion, and possible action on the Master Plan Atlas Maps 16 and 17 and matters related thereto. FOR POSSIBLE ACTION The City Master Plan is being updated and the Atlas Maps 16 and 17 need to be update. Atlas Map 16 is the Existing Arts and Cultural Sites and Map 17 are Future Arts and Cultural Sites. The Board has a couple options they can choose for the map revisions. 1. The Board can select to update both maps during a future meeting. 2. The Board could select a committee of two board members to work with city staff to update the map and bring it back to the board for approval. September 3, 2025 Arts and Culture | Minutes Page 5 of 7  Mr. Johnson stated they were updating the Master Plan that included maps 16 and 17 which both needed to be updated. He said one map was for existing art sites, and the other map was potential future sites for any art they want to put out throughout the community. He said there were a couple options; they could try to go through it at a meeting or put a smaller committee together to work with staff to get both maps updated. Ms. Owen asked if there was a timeline of when the maps needed to be completed. Mr. Johnson responded he was not given a timeline, and updating the entire Master Plan was a process in itself. Ms. Owen said she thought this was field trip worthy and might be worth designating a subcommittee to be able to drive or walk to the locations to verify. She offered to help with that. Councilmember Lostra asked if they were able to bring recommendations. Mr. Johnson responded yes. Ms. Owen asked what the timeline was for this in the future. Was it five years, ten years? Mr. Johnson responded probably at least five years. ** A motion was made by Councilmember Lostra, seconded by Secretary Bennett to approve select a committee of two board members at the next meeting. The motion passed unanimously. (3-0) ** A motion was made by Councilmember Lostra, seconded by Secretary Bennett to amend Mr. Bennett's motion to include Sharon Owen and Casey Bennett as the designated committee members. The motion passed unanimously. (3-0) Ms. Owen asked how Mr. Johnson would like them to get the information to him. Mr. Johnson suggested they could set up a meeting to get some ideas together. Councilmember Lostra asked Mr. Johnson if he was looking at this item being pushed back towards December or later in the year. Mr. Johnson said he thought they could take some time on it and get it on the radar. Mr. Bennett asked if there were any resources they could look at in regards to future projects. REPORTS Mr. Bennett reported the Overland Stage Theatre Company is hosting a gala at Dalling Hall at 6 p.m. on Saturday, and tickets were available for purchase from the Elko Chamber of Commerce. He added the Elko High School Theater Department will be working on A Midsummer Night’s Dream, with more information to come. Ms. Owen reported the Rotary is having the Ren Fair that coming weekend in Lamoille. Rides and Rods would also be that weekend. VIII. SCHEDULE THE NEXT MEETING ** A motion was made by Vice Chair Owen, seconded by Secretary Bennett to schedule the next meeting for October 1st at 4:30 pm Pacific. The motion passed unanimously. (3-0) IX. COMMENTS BY THE GENERAL PUBLIC Ms. Owen called for public comment and did not receive a response.
