ROLL CALL Present: Mr. Barry, Mr. Cragle, Ms. Dici, Ms. Lamenza, Mr. Ovial, Ms. Williams, and Mr. Celli Also Present: Borough Manager David Allen, Borough Manager Kevin Swogger, and Solicitor Ed Leymarie Absent: Mayor Anthony Court and Kaden Schlichtkrull (Jr. Councilperson) INVOCATION – Jay Sterling, First United Methodist Church PLEDGE OF ALLEGIANCE VISITORS None COMMUNICATIONS APPROVAL OF MINUTES: Regular Meeting 11/21/22 A motion was made by Mr. Barry, seconded by Mr. Cragle, to approve the Minutes of the Regular Meeting held 11/21/22, as submitted. Voice vote; all in favor. Motion carried. APPROVAL OF VOUCHERS: Pre-Paid Voucher List 12/14/22 and List of Vouchers to be Paid dated 12/15/22 A motion was made by Mr. Cragle, seconded by Ms. Lamenza, to approve the Pre-Paid Voucher List dated 12/14/22, in the amount of $188,514.52, and the List of Vouchers to be Paid dated 12/15/22, in the amount of $847,367.12. Roll call vote; all in favor. Motion carried. DEPARTMENTAL REPORTS: A motion was made by Ms. Dici, seconded by Mr. Ovial, to approve the Departmental Reports, as submitted. Voice vote; all in favor. Motion carried. BID OPENINGS ORDINANCES 1. Creating 1 Mill Tax – Advanced Life Support Services A motion was made by Mr. Ovial, seconded by Ms. Lamenza, to adopt an ordinance, as submitted, establishing a one (1) mill tax for rescue, and other emergency services to provide Advanced Life Support (ALS) services, hereinafter referred to as “FIRE/ALS” tax. Roll call vote. All in favor, motion carried. 2. Repeal One Way on Glen Avenue A motion was made by Mr. Ovial, seconded by Mr. Barry, to adopt an Ordinance, as submitted, repealing one way traffic on Glen Avenue from Fifth Street to a point 350’ westbound. Roll call vote. All in favor, except Mr. Cragle. Motion carried, 6-1. 3. Stop Intersection on Glen Avenue at Fifth Street A motion was made by Mr. Barry, seconded by Ms. Lamenza, to adopt an Ordinance, as submitted, establishing a stop intersection on Glen Avenue at Fifth Street. Turning at Certain Intersections – Glen Avenue A motion was made by Mr. Ovial, seconded by Ms. Dici, to adopt an Ordinance, as submitted, designating turning at Glen Avenue, eastbound, not to make a left turn or straight through at Fifth Street. Roll call vote. All in favor, except Mr. Cragle. Motion carried, 6-1. 5. No Parking – Glen Avenue A motion was made by Mr. Ovial, seconded by Ms. Lamenza, to adopt an Ordinance, as submitted, establishing No Parking on Glen Avenue, south side, from Fifth Street to a point 350’ west. Roll call vote; all in favor. Motion carried. 6. Code Book Updates A motion was made by Mr. Cragle, seconded by Mr. Barry, to adopt an ordinance, as submitted, approving the editing and inclusion of certain ordinances and resolutions as parts of the various component codes of the codified ordinances. Roll call vote; all in favor. Motion carried. RESOLUTIONS 1. Purchase Power Adjustment (PPA) Stabilization A motion was made by Mr. Cragle, seconded by Ms. Dici, to adopt a Resolution, as submitted, establishing a stabilized Purchase Power Adjustment (PPA) for the 2023 electric usage as $0.016/kwh. Roll call vote; all in favor. Motion carried. APPOINTMENTS/RESIGNATIONS 1. Appointments – Ellwood City Planning Commission A motion was made by Mr. Barry, seconded by Mr. Ovial, to make the following appointments: PLANNING COMMISSION – 2 vacancies, 2 applicants, 4 Year Term Chuck Rubino, 508 Park Avenue, 724-355-1617 Anthony Santagata, 1 Pittsburgh Circle, 724-201-0637 Voice vote; all in favor. Motion carried. 2. Appointments – Zoning Hearing Board, Library Board, Recreation Board A motion was made by Mr. Barry, seconded by Mr. Ovial, to make the following appointments: ZONING HEARING BOARD – 1 vacancy, 3 applicants, 3 Year Term (vote for 1) Renee Pitrelli, 603 Woodside Avenue, 724-674-3835 Chuck Rubino, 508 Park Avenue, 724-355-1617 David Parker, 323 Franklin Avenue, 724-674-0893 Roll call vote. Voting in favor of Ms. Pitrelli were Mr. Barry, Ms. Lamenza, Mr. Ovial and Mr. Celli. Voting in favor of Mr. Parker were Mr. Cragle, Ms. Dici and Ms. Williams. Ms. Pitrelli was appointed to the Zoning Hearing Board. ELLWOOD CITY LIBRARY BOARD - 2 vacancies, 3 applicants, 3 year term (vote for 2) Nora DiBuono, 413 Line Avenue, 724-614-9163 Michelle Hand, 215 Foch St, 724-758-3978 Doug Carr, 410 Adams Avenue, 980-585-9791 Roll call vote. All voted for Ms. DiBuono and Ms. Hand. All voted for Ms. Greco. Ms. Greco was appointed to the Recreation Board. 3. Appointment – Comprehensive Plan Committee A motion was made by Ms. Dici, seconded by Mr. Ovial, to appoint Wesley Shipley, to serve on the Comprehensive Plan Committee. Voice vote; all in favor. Motion carried. COMMITTEES OF COUNCIL Finance: (Williams, Lamenza, Dici) Health/Public Safety: (Ovial, Lamenza, Cragle) Public Works: (Barry, Williams, Ovial) 1. Prepare/Advertise – Street Paving Bids A motion was made by Mr. Cragle, seconded by Mr. Barry, to authorize the Borough’s Engineer, HRG, to prepare/advertise specifications for the Borough’s 2023 Street Paving Program. Voice vote; all in favor. Motion carried. 2. Bids – Dump Truck A motion was made by Ms. Dici, seconded by Mr. Barry, to accept sealed bids on a 5500HD (Class 5) dump truck. Roll call vote; all in favor. Motion carried. Utilities: (Dici, Barry, Williams) 1. Approve Quote – Process Pump & Seal A motion was made by Ms. Lamenza, seconded by Mr. Cragle, to approve the quote from Process Pump & Seal in the amount of $5564 ($2782 x 2) for mechanical seal repair kits for influent pumps #2 and #4 that are leaking. This amount will be paid from the Sewage Fund. Roll call vote; all in favor. Motion carried. Parks/Recreation: (Cragle, Lamenza, Barry) Administration/Personnel: (Lamenza, Ovial, Cragle) 1. Advertisement Employment – Crossing Guard A motion was made by Ms. Dici, seconded by Mr. Barry, to advertise for School Crossing Guard. Voice vote; all in favor. Motion carried. 2. Resignation – Diane Daubenspeck, Bookkeeper A motion was made by Ms. Dici, seconded by Mr. Barry, to accept the resignation of Diane Daubenspeck, Bookkeeper, effective January 9, 2023, her last day of employment. Voice vote; all in favor.
