ELLWOOD CITY BOROUGH COUNCIL REGULAR MEETING – 6:00 P.M. – COUNCIL CHAMBERS March 20, 2023 MINUTES CALL TO ORDER President George Celli called the meeting to order. ROLL CALL Present: Mr. Barry, Mr. Cragle, Ms. Dici, Ms. Lamenza, Mr. Ovial, Ms. Williams, and Mr. Celli Also Present: Borough Manager Kevin Swogger, Mayor Anthony Court and Solicitor Ed Leymarie Absent: Kaden Schlichtkrull (Jr. Councilperson) INVOCATION – Tod Custer, Christ Presbyterian Church PLEDGE OF ALLEGIANCE VISITORS None COMMUNICATIONS APPROVAL OF MINUTES: Public Hearing 2/20/23, Regular Meeting 2/20/23 A motion was made by Mr. Barry, seconded by Mr. Cragle, to approve the Minutes of the Public Hearing held 2/20/23 and the Regular Meeting held 2/20/23, as submitted. Voice vote; all in favor. Motion carried. APPROVAL OF VOUCHERS: Pre-Paid Voucher List 3/13/23 and List of Vouchers to be Paid dated 3/15/23 A motion was made by Ms. Williams, seconded by Mr. Cragle, to approve the Pre-Paid Voucher List dated 3/15/23, in the amount of $735,523.80, and the List of Vouchers to be Paid dated 3/15/23, in the amount of $282,549.40. Roll call vote; all in favor. Motion carried. DEPARTMENTAL REPORTS: A motion was made by Ms. Dici, seconded by Ms. Lamenza, to approve the Departmental Reports, as submitted. Voice vote; all in favor. Motion carried. BID OPENINGS ORDINANCES RESOLUTIONS APPOINTMENTS/RESIGNATIONS COMMITTEES OF COUNCIL Finance: (Williams, Lamenza, Dici) 1. Charge Tax Collector for 2023 Tax Duplicate A motion was made by Mr. Ovial, seconded by Ms. Lamenza, to charge Sue Gatto, Tax Collector for the 2023 Tax Duplicate of $2,517,252.09 at Face. Roll call vote; all in favor. Motion carried. 2. Correction – To the Pre-Paid Voucher List dated 2/15/23 A motion was made by Mr. Cragle, seconded by Ms. Williams, to approve the change to the Pre-Paid Voucher List dated 2/15/23 from $1,770,875.76 to $594,767.99. Roll call vote; all in favor. Motion carried. Borough of Ellwood City Regular Council Meeting – 3/20/23 Page 2 of 4 Health/Public Safety: (Ovial, Lamenza, Cragle) 1. “Be Kind for Evan Bollinger Project” A motion was made by Mr. Barry, seconded by Mr. Ovial, to close Crescent Avenue from 6th Street to 7th Street on July 22 from 4pm-11pm for a “Be Kind for Evan Bollinger Project” event being held at Calvin Presbyterian Church. Voice vote; all in favor. Motion carried. 2. Advertise Ordinance – Glen Avenue One Way A motion was made by Mr. Ovial, seconded by Mr. Cragle, to advertise an ordinance repealing Ordinance #2609 and establishing one way traffic on Glen Avenue from 5th to 6th Street (westbound). Voice vote; all in favor. Motion carried. 3. Memorial Day Parade A motion was made by Mr. Ovial, seconded by Ms. Williams, to approve the request by the Memorial Day Parade Committee to hold the Memorial Day Parade on Monday, May 29 beginning at 10:00 a.m. and to use the parking area near Todd Avenue as a staging area. It is also requested to use Legion Park for a ceremony and Pittsburgh Circle Heritage Park for a community cookout following the parade and ceremony. Voice vote; all in favor. Motion carried. Public Works: (Barry, Williams, Ovial) 1. Advertise Bids – Sale of 2009 Lee Boy Pot Hole Patcher A motion was made by Ms. Dici, seconded by Ms. Lamenza, to advertise bids for the sale of a 2009 Lee Boy Pothole Patcher. Voice vote; all in favor. Motion carried. 2. Award Bid – 2023 Paving Program A motion was made by Mr. Barry, seconded by Mr. Ovial, to award the bid for the 2023 Paving Program to Youngblood Paving, Inc. in the amount of $220,267.03 (Base Bid $136,320.09 + Alternate #1 $36,314.50 + Alternate #2 $29,027.44 + Alternate #3 $18,605.00). This amount will be paid from the Liquid Fuel Fund. Roll call vote; all in favor. Motion carried. 3. Award Bid – Stiefel Park Hockey Rink Resurfacing Project This item was pulled from the agenda. Utilities: (Dici, Barry, Williams) 1. Approve Quote – Kendall Electric, $13,477.80 A motion was made by Ms. Dici, seconded by Ms. Williams, to approve the quote from Kendall Electric in the amount of $13,477.80 for the replacement of Wastewater Treatment Plant pump station wire and connectors. This amount will be paid from the Sewage Fund. Roll call vote; all in favor. Motion carried. Parks/Recreation: (Cragle, Lamenza, Barry) 1. Scouts BSA Troop #6743, Scouts BSA Troop #743 A motion would be in order to approve the following: * the request by the Scouts BSA Troop 6743 to camp at shelter #7 on April 21 & 22 during the Earth Day Festivities and to have a small camp fire. * the request by the Scouts BSA Troop 743 to camp at shelter #6 on April 21 & 22 during the Earth Day Festivities and to have a small camp fire. Voice vote; all in favor. Motion carried. 3. ECABF – Field Request A motion was made by Mr. Ovial, seconded by Mr. Cragle, to approve the request by the ECABF to use the Rosanna Park field April – October, Mon-Fri from 5- 8pm. Flag/Tackle Football – Field Request A motion was made by Ms. Dici, seconded by Mr. Barry, to approve the request to use the multipurpose field at Stiefel Park for Flag/Tackle Football March 8- June 30, Mondays – Thursdays, 6-7pm and July 10-October 31, Mondays – Fridays, 6-8pm. Voice vote; all in favor. Motion carried. 5. Suspend Alcohol Ordinance – Dog Days of Summer K-9 Event A motion was made by Mr. Ovial, seconded by Mr. Barry, to approve suspending Part 10, Chapter 1066, subsection 1066.03 (a) of the Codified Ordinance Book pertaining to the prohibition of alcohol in Ewing Park. This suspension only applies to participants of the “Dog Days of Summer K-9 Benefit” event held June 24 & 25. Event insurance shall be purchased, naming the Borough of Ellwood City as an additional named insured. All necessary State and County permits shall be in place for this event. Voice vote; all in favor. Motion carried. 6. Approve Quote – Hoover Fence Co. - $10,444.26 A motion was made by Ms. Lamenza, seconded by Mr. Barry, to approve the quote from Hoover Fence Co. in the amount of $10,444.26 for fencing around the Pickle Ball Courts in Ewing Park. This amount will be paid from the Marcellus Shale Fund. Roll call vote; all in favor. Motion carried. 7. Field Request – Men’s Softball A motion was made by Ms. Dici, seconded by Mr. Cragle, to approve the request to use the Men’s softball field May 8 – September 15, Mondays – Thursdays from 6-11pm. Voice vote; all in favor. Motion carried. Administration/Personnel: (Lamenza, Ovial, Cragle) 1. Advertise Employment – Summer Employment (Parks, Playground Coordinator, & Playground Instructors) A motion was made by Mr. Barry, seconded by Mr. Ovial, to advertise for summer employment (Parks, Playground Coordinator, and Playground Instructors). Voice vote; all in favor. Motion carried. 2. 2023 Wage Rate Correction – Health Officer A motion was made by Mr. Ovial, seconded by Ms. Lamenza, to amend the 2023 part time wage rate for the Health Officer, retroactive to the first pay in January, 2023 as follows: From: $3500 To: $5000 Roll call vote; all in favor. Motion carried. 3. Travel Request – Governor’s Local Advisory Committee A motion was made by Mr. Barry, seconded by Ms. Lamenza, to approve the travel request by Jude Dici to attend the Governor’s Local Advisory Committee April 17 in Harrisburg. Reimbursable expenses include hotel, tolls/mileage. This amount will be paid from the General Fund. Roll call vote; all in favor. Motion carried. 4. Employment – Justin Deyber & Anthony Marchitelli A motion was made by Ms. Dici, seconded by Mr. Ovial, to approve the employment of Justin Deyber and Anthony Marchitelli as part-time firefighters at the rate of $16.83 per hour. Roll call vote; all in favor. Motion carried. Community Development/Buildings: (Ovial, Barry, Cragle) 1. Sewer Tap – 118 Pine Hill Way (Franklin Twp.) A motion was made by Mr. Barry, seconded by Ms. Dici, to approve the following sewer tap: Steve Lodovico, 118 Pine Hill Way (Franklin Twp.), 1 tap, $1000 Roll call vote; all in favor. Motion carried.
