MABE Meeting Minutes March 29, 2022 In Attendance: Absent: Others in Attendance: Darrell Gibble Stephen Kalis, Fox Rothschild, excused John Dean, EEMA Steve Keech Jack Stewart, Borough Council Lori Sifford Floyd Jennelle Jim Freeze Keith Showalter, Systems Design Engineering Charlotte Gehman Meeting called to order at 7:00p. Approve Minutes of February 22, 2022, Board Meeting – Motion by Jim to approve the Minutes of the February 22, 2021, Board Meeting. Second by Darrell. Motion approved. Public Comment Correspondence/Communication Operator’s Report No violations or exceedances. New Blower #3 has been installed. The electrical boxes some damaged wires were arcing. The new HVAC Improvement Proposal – No quote available yet. Brick Lane Pump Follow Up – Pump and rails have been installed. Will have Ink’s pump down to determine why there is about a 5% blowby. John anticipates the work being done within the next week. New bearings on the effluent fine screen. EEMA is developing a spare parts list. John reviewed the current pump inventory. Will call in Malden for meter calibration as the influent and effluent amounts have diverged??? VFD/Blower Issues – New blower is installed. Emergency Plant Protocols – Keith feels that our plant system is rudimentary enough that cyber-attack is not a concern for the plant. EEMA has a diesel tank to refuel generators. Would alternate running the pump stations with the portable generator. Corbett Fence Adjustments - The fence contractor made adjustment. Brad confirmed that it is opening easier now. Equipment Inventory List Review – John will be formalizing this in Excel in the next few weeks and will forward to Charlotte when it is complete. Engineer’s Report Chapter 94 Report – Report has been submitted to DEP. PA Small Water & Sewer Update – Keith is working to get the bids out in the next week. Blue Rock Project – Keith has received and reviewed the as-built plans. He has made a few recommendations. If they are not completed, Keith can make the changes. No date on the planting schedule for the screen plantings received to date. Easement Plans/Right of Way Project – On hold until Charlotte searches for any additional easements. Thiel Project – Received and email from Dave Stoltzfus that the project has been slowed and they want to move forward with a few things and hold off on others. MABE is only waiting on the Improvements Agreement. Solicitor’s Report No update. Old Business Grant Opportunity Subcommittee Report – Darrell says Merle have identified a grant opportunity. New Business Grant Opportunities – Based on the presentation by local representatives at a recent Chamber of Commerce meeting, Charlotte will look for additional Grant opportunities. Blue Rock/Vent Cleanouts – Review of the requirements. Charlotte will verify the details of MABE requirements and send a letter to the developer to ask that all vent and cleanouts in Blue Rock are a minimum of six inches above grade. Treasurer’s Report Approve March Payables per Check register presented – Motion by Darrell to approve the payables for March as presented. Second by Steve. Motion approved.
