MABE Meeting Minutes April 26, 2022 In Attendance: Absent: Others in Attendance: Darrell Gibble John Dean, EEMA Steve Keech Dave Friedman, EEMA Lori Sifford Jack Stewart, Borough Council Floyd Jennelle Jim Freeze Stephen Kalis, Fox Rothschild (telephonically) Keith Showalter, Systems Design Engineering Charlotte Gehman Meeting called to order at 7:00p. Approve Minutes of March 29, 2022, Board Meeting – Motion by Floyd to approve the Minutes of the March 29, 2021, Board Meeting. Second by Steve. Motion approved. Public Comment None. Correspondence/Communication Connection Request from 108 West Main St. – Mr. & Mrs. Stone have requested to connect. They have the application and will work with Keith to present plans and schedule approvals. Operator’s Report Average flow was 73,000 gallons a day. Two blowers are needed now as the weather warms up. Malden was called in to repair the influent meter. The utility water line was flushed. Pump number two was pulled at Corbett. One pump may be drawing higher current. Board agreed that John will pull the pump and bring an estimate to the Board. EEMA is continuing to monitor the pump run times. Total treated effluent was 2.2 million gallons. No violations occurred. HVAC Improvement Proposal – No update. Equipment Inventory List Update - John and another operator are working on the inventory and spare parts list. Engineer’s Report PA Small Water & Grant Bid Update – Keith does not have the bids ready but will have them ready for the May meeting. There is some concern that materials can cause supply chain issues. Blue Rock Project – Keith has acceptable as-built plans. There is a small portion of the new sewer construction that should be dedicated to the Authority. Stephen will prepare the Deed of Dedication. Corbett Easement Improvements – Still waiting for the landscaper to install shrubs. Easement Plans/Right of Way Project – On hold until Charlotte confirms there are no more easements to be included. Lotharlish – The portion of the lateral that is within the easement should be dedicated to the Authority. Keith will work with Stephen to prepare the Deed of Dedication. This will not require financial security or bond. Solicitor’s Report Blue Rock Escrow Closure – Stephen was directed to prepare the Deed of Dedication and an 18-month Maintenance Bond. Lotharlish – Stephen will prepare the Deed of Dedication. Old Business Grant Opportunity Subcommittee Report – The group is planning a meeting. No updates currently. New Business Treasurer’s Report Approve April Payables per Check register presented – Motion by Jim to approve the payables for April as presented. Second by Darrell. Motion approved. Admin Update Charlotte will be off on Wednesday, April 27th.
