MABE Meeting Minutes October 25, 2022 In Attendance: Absent: Others in Attendance: Darrell Gibble Dave Friedman, EEMA Steve Keech John Dean, EEMA Floyd Jennelle Jim Freeze Lori Sifford, Telephonic Keith Showalter, Systems Design Engineering Stephen Kails, Fox Rothschild, Telephonic Charlotte Gehman Meeting called to order at 7:01p Approve Minutes of September 27, 2022, Board Meeting – Motion by Steve to approve the August 30, 2022, meeting minutes as presented. Second by Darrell. Motion approved. Public Comment Elverson Road Connection Inquiry – Andre DeLucia asked the Board if he can tap into Elverson Borough public sewer living just outside the Borough. Keith explained the connection possibilities, permissions by other townships and requirements and whether MABE can give the capacity. Correspondence/Communication None Operator’s Report Equipment Inventory List Update – John is still working on this. 76,000 gpd. Max flow 143,000. 2.3 million gallons treated. Work at the influent bar screen and winterized the plant. Flushed out the utility line. Will put on a heat blanket. The new Stenner pump arrived and has been installed. Phosphorus levels are coming down but pumps are running continuously at maximum speed and chemical usage has doubled. John recommends using Coyne chemical to avoid bad chemicals. John notes that delivery times are challenging now. John will work with Charlotte to get an account set up with Coyne Chemical. Aeration tanks have been cleaned, UV bulbs, exercised the portable generator. 2.3 million gallons of effluent treated. John has asked for a quote for an aluminum beam. Steve will get John the number for Weaber metals as well. Engineer’s Report ARPA Grant Application – No new awards have been announced. PA Small Water & Sewer Grant Bid Update - Keith hopes he will have the bids for the November meeting but may be more likely in December. Blue Rock Project – Legal descriptions have been completed. Need to work with Stephen to complete the Deed of Dedication Easement Plans/Right of Way Project – Waiting for final call from Charotte that no other easements are found in the MABE records. 25 S. Brick Lane – Plans and escrow have been received from Berks Homes. Keith will discuss the plans with their engineer. New Grant Applications for Consideration – Keith reviewed the two new grants. Both are due on December 21 st. Motion by Steve to approve two grant applications with MABE matching funds. Second by Jim. Motion approved. Solicitor’s Report Blue Rock Escrow Closure – Keith will prepare the easement agreement and Charlotte will get them signed. EDU Relinquishment Request for 70 W. Main Street – Board will wait until the property repairs are complete and have been inspected by Kraft Codes. Old Business Driveway Repair Quotes - Charlotte has not received confirmation from Lyster that 50% payment has been received. Steve will follow up with Mr. Lyster. New Business RKL Audit Cost Increase/H & M Proposal – Motion by Jim to approve Hamilton & Musser as the new auditor contingent on Borough Council making the same approval. Second by Floyd. Motion approved. Televising Quotes – discussed above. Treasurer’s Report Approval of October payables per Check Register presented. Motion by Jim to approve payables as presented. Second by Steve. Motion approved. CD Maturing - Lori will check with the bank to see if there are any better rate options. She will inquire if we can open a Money Market.
