MABE Meeting Minutes September 27, 2022 In Attendance: Absent: Others in Attendance: Darrell Gibble Dave Friedman, EEMA Steve Keech Jack Stewart, Borough Council Floyd Jennelle Jim Freeze Lori Sifford, Telephonic Keith Showalter, Systems Design Engineering Stephen Kails, Fox Rothschild, Telephonic Charlotte Gehman Meeting called to order at 7:00p Approve Minutes of August 30, 2022, Board Meeting – Motion by Lori to approve the August 30, 2022, meeting minutes as presented. Second by Steve. Motion approved. Public Comment Correspondence/Communication Charlotte shared that folder of information that a PRWA representative provided some membership information and offered to attend a meeting to speak to the Board. Charlotte will schedule. Operator’s Report Equipment Inventory List Update – Still in process. August was a dry month. the influent screen was cleared. There was an exceedance for phosphorus, so EEMA is still looking into those issues and the possible chemical problem. Still receiving many PA One calls due to Comcast installations. No alarms or breakdowns. There is no spare Delpac pump but would like to have one. John will be collecting prices to purchase a spare on site. John is still working on the list but wants to include nameplate information. Motion by Steve to authorize the purchase of a spare delpac pump not to exceed $800.00. Second by Jim. Motion approved. Engineer’s Report ARPA Grant Application – Some awards have been given, but it does not appear that the remaining funds have been awarded yet. PA Small Water & Sewer Grant Bid Update - Request for grant extension has been given. Keith is not sure he can get the bids out in October. Blue Rock Project – No updates currently. SDE will prepare a legal description and get the property owners to sign to be able to complete the Deed of Dedication. Board directs Keith to the prepare the legal descriptions. Easement Plans/Right of Way Project – Still hoping to identify any outstanding easements. Solicitor’s Report Blue Rock Escrow Closure – Stephen will work with Keith after legal descriptions are ready to wrap up the Deed of Dedication. Old Business Driveway Repair Quotes - Motion by Darrell to approve Lysters’s quote. Second by Steve. Motion approved. Dave recommends putting the driveway repair cost in the budget based on this being an ongoing issue. New Business Snow Removal Quote for 2022/2023 - Motion by Jim to approve Tri-County for snow removal for the 2022/23 season. Second by Steve. Motion approved. New Copier - Motion by Jim to purchase a printer sharing the cost with the Borough. Second by Steve. Motion approved. Treasurer’s Report Approval of September payables per Check Register presented. Motion by Steve to approve payables as presented. Second by Jim. Motion approved.
