MABE Meeting Minutes August 30, 2022 In Attendance: Absent: Others in Attendance: Darrell Gibble John Dean, EEMA Steve Keech Jack Stewart, Borough Council Floyd Jennelle Jim Freeze Lori Sifford, Telephonic Keith Showalter, Systems Design Engineering Stephen Kails, Fox Rothschild, Telephonic Charlotte Gehman Meeting called to order at 7:00p Approve Minutes of July 26, 2022, Board Meeting – Motion by Darrell to approve the July 26, 2022, meeting minutes as presented. Second by Steve. Motion approved. Public Comment Correspondence/Communication Berks Homes 25 S. Brick Lane – Charlotte shared that Berks Homes is planning to build a home on the lot at 25 S. Brick Lane. No other communication has been received. Operator’s Report Average daily flow of 79,000gpd in July. Flows are down. Influent bar screen was cleaned. Influent channel and auger were cleaned as well. Phosphorus levels are increasing. No problems detected or violations, will continue to monitor. A few PA One Calls received. Brick lane pumps are operating well after repairs last month. One of the yard hydrants needs to be replaced. Appears to be broken below ground level. This will require renting a small excavator for the day. Motion by Jim to authorize repair of broken yard hydrant not to exceed $1500.00 total. Second by Steve. Motion approved. Equipment Inventory List Update – no update at this time. John asked if Heilner could spray the weeds inside the fence at the plant. Charlotte will schedule the work. Engineer’s Report ARPA Grant Application – There has been no announcement of awards yet. Jack thinks it may occur in October. PA Small Water & Sewer Grant Bid Update – Still need to put this out to bid. He anticipates getting them out for the October meeting. Keith proposes asking for an extension until December via request letter he has prepared. Motion by Darrell to request an extension for the PA Small Water and Sewer Grant. Second by Jim. Motion approved. Blue Rock Project – No updates at this time. Easement Plans/Right of Way Project – Still hoping to identify any outstanding easements. Brick Lane Extension Inquiry – Keith believes he is missing the sewer plan profile for some of the homes along Brick Lane. Charlotte will see if she can identify anything in old files. Solicitor’s Report Blue Rock Escrow Closure – We are still missing the legal description of the property to complete the Deed of Dedication. Keith can recreate this if needed, but we will make another attempt to get this from the developer. Lotharlish Deed of Dedication – Stephen has presented the document. Motion by Steve to approve the Deed of Dedication for the sewer lateral at 14 E. Main St. Second by Jim. Motion approved. Old Business Thiel Project – The property has been sold and Mr. Thiel is not planning to go forward. Stoltzfus plans to complete the project but not at this time. New Business Driveway Repair/Paving Quote – Charlotte secured and presented quote from Lyons and Hohl. Charlotte will contact two other contractors recommended by Steve. Corbett Landscaping – Charlotte has contacted Heilner and requested that they check the newly planted trees and string trim inside the fence. Plant Office Improvements – Charlotte is requesting to close the floor drains and remove the old toilet to stop sewer gases from coming into the room. The wall vent will be closed. Will consider power washing the floor. Floor vents should be closed with cement. Board approves the project. Treasurer’s Report Approval of August payables per Check Register presented. Motion by Darrell to approve payables as presented. Second by Jim. Motion approved. Steve asks about delinquent customers and review of Reserve Fund. Charlotte and Lori will continue to review the finances. Board Opening – Lori will conclude her current term through December and will be moving on to other things. She will prepare the 2023 budget.
