EMMAUS BOROUGH COUNCIL
The Emmaus Borough Council met in Regular Session on February 22, 2022 in
temporary Council Chambers, located at 139 N. 4th Street, Emmaus, PA 18049 and via
Zoom.
CALL TO ORDER
Mr. Labenberg called the meeting to order at 7:00 p.m.

PERSONAL APPEALS, PART I
A. Linda Daniels, 568 Broad Street – stated that she applied for a permitted
spot for handicapped parking, but recently saw that she was approved for a general spot. Mr.
Pepe responded that the Ordinance has not been adopted yet, and the error was noted and
corrected. He stated that the 2nd Reading will reflect the correct permit information. Mr.
Labenberg stated that the 2nd Reading of the Ordinance will be held and voted on at the
March 7, 2022 Council meeting.
COMMUNITY MINUTE
Mrs. Sorg-McManamon reminded everyone that the SnowBlast Winter Festival will
be held on March 5, 2022. She stated that there will be many fun activities and the library
will also be involved. Mr. Anders stated that he and Mrs. Sorg-McManamon will participate
in Shave for the Brave on Friday, March 11, 2022 at Emmaus High School. He stated that
Mayor Gilbert will be there to support the event and that the event will raise funds for
children with cancer.
SPECIAL PRESENTATIONS - None.
READING OF MINUTES
Motion by Mr. Hart, seconded by Ms. Baumgartner to adopt the February 7,
2022 Council Minutes as drafted. There were 7 ayes. Motion carried.

DECISION ON BIDS – None.
COMMUNICATIONS
a. Monkey Knife Fight Against Cancer Charity Bike Ride – Request to hold
charity bike ride on Saturday, April 9, 2022 at Emmaus Community Park. Mr. Labenberg
stated that it is the 5th year that the event will be held in the Borough and the 11th year overall
that the event has been held. He referred the item to staff. He stated that there will be no sale
of alcohol at the event.
b. Fred Mussel, Secretary/Treasurer, Cedarbrook Sportsmen – Request donation
for stocking of trout at Furnace Dam.

Mr. Anders reported that he was absent at the February 16, 2022 meeting and
entertained questions about the Committee notes.
Mr. Anders reported that the next Committee meeting is Wednesday, March 16, 2022
at 4:00 p.m.

b. Health, Sanitation, and Codes Committee
Mr. Balliet reported that the next Committee meeting is Wednesday, February 23,
2022 at 4:45 p.m. via Zoom.

c. Parks and Recreation Committee
Ms. Baumgartner reported that the next Committee meeting is March 1, 2022 at 4:45
p.m. via Zoom.

d. Public Safety Committee
Mr. Hart reported that the next Committee meeting is February 24, 2022 at 9:00 a.m.
via Zoom.

e. General Administration Committee
Mr. Labenberg reported that the next Committee meeting will be held on Thursday,
March 3, 2022 at 9:00 a.m. via Zoom.

f. Budget & Finance Committee
Resolution 2022-10 authorizing payment of the February 22, 2022 Bill List as
follows:
Bill List $ 314,004.11
Payroll #3 $ 261,924.98
Payroll Taxes $ 95,334.59
Total $ 671,263.68
Done this 22nd day of February 2022.
Motion by Mr. DeFrain, seconded by Mr. Hart to adopt Resolution 2022-10.
There were 7 ayes. Motion carried.
Mr. DeFrain entertained questions about the Committee meeting notes.

Mr. DeFrain reported that the next Committee meeting will be held on Thursday,
March 3, 2022 at 11:00 a.m. via Zoom.

g. Community Relations, Planning and Development Committee
Mrs. Sorg-McManmon reported that there is nothing for official action tonight. She
reported that the Committee discussed its goals for 2022. She reported that the Committee’s
goals for 2022 are: the execution and phasing of the Altitude Marketing Plan, the creation of
an action plan and execution for the visioning plans, to continue to develop a better website,
and to add qualified members to the Shade Tree Commission and enhance their function as a
Commission.
Mrs. Sorg-McManamon entertained questions about the Committee notes and
reported that the next Committee meeting is Monday, March 14, 2022 via Zoom.

PERSONAL APPEALS, PART II – None.
BOROUGH MANAGER’S REPORT
Mr. Pepe reported that Michael Himes and Joshua Schmale have completed their
probationary periods as Firefighters. He stated that the department needs one or two more
Firefighters to fill the roster and fill the shifts comfortably. Mr. Pepe reported that the work
trailer is on site and installed. He stated that there are issues with PPL installing electric and
that he will contact PPL to move the process along. Mr. Pepe stated that an Executive
Session is needed tonight.

PRESIDENT’S BUSINESS
Motion by Mr. Anders, seconded by Mrs. Sorg-McManamon to amend the
agenda to enter into an Executive Session. There were 7 ayes. Motion carried.
Mr. Labenberg recessed the meeting at 7:13 p.m. for an Executive Session to discuss
a Personnel issue with action possible.
Mr. Labenberg reconvened the meeting at 7:39 p.m. with action needed.
Motion by Mr. Anders, seconded by Ms. Baumgartner to amend the agenda to
inlcude a letter of resignation. There were 7 ayes. Motion carried.

Motion by Mrs. Sorg-McManamon, seconded by Ms. Baumgartner to accept the
resignation of Stanley Rugis as Public Works Director effective 3/3/2022. There were 7
ayes. Motion carried.

ADJOURNMENT
Motion by Ms. Baumgartner, seconded by Mr. Balliet to adjourn the February
22, 2022 Emmaus Borough Council Meeting. There were 7 ayes. Motion carried.
The meeting was adjourned at 7:40 p.m.
