Call to Order 2. Approval of Minutes a. Motion to approve the Budget Advisory Committee meeting minutes for June 4, 2026. Gratitude to Laura Cooper for her service to the BAC. Welcome and introduce Council Appointed Regular Member and Alternate Member - Peter Eckel, Chair  James Horan - Regular Member  Nicholas Nonas - Alternate Member b Annual Election of Officers - Chair and Vice Chair (EMC Section 2-14-6) - All Members . 2-14-6: - Appointment of Officers and Adoption of Rules A. The Committee shall organize, adopt administrative rules and procedures and elect from its members such officers as it shall deem necessary to accomplish its purposes. Officers of the Committee shall be elected for one-year (1) terms. Motion to Vote for Chair or Vice Chair Position Moved by Member Nevan Mandel Seconded by Member Junyer (Jay) Knight Motion to Nominate James Horan to serve as the BAC's Chair for the period of July 2026 through June 2027 (James Horan abstained from voting on this item) - Peter Eckel offered James Horan as nominee for Chair Motion MOTION CARRIED. Moved by Member Andrew Forlines Seconded by Member James Horan Motion to Nominate Nevan Mandel to serve as the BAC's Vice Chair for the period of July 2026 through June 2027 (Nevan Mandel abstained from voting on this item) - Peter Eckel offered Nevan Mandel as nominee for Vice Chair Motion MOTION CARRIED. c. Discuss and Draft the Annual Report to include focus on Reserve Policy (Presented to City Council on August 3, 2026) – All Members  The annual report will be focused around the Reserve Policy with an opening intro and closing summary of the work we have done this year 5.
