VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees November 8, 2022 Present: Sam Vaillancourt, Eli Gabuzda, Sandra Ferland, Heather Moore, Leonard Charron Staff – John Dasaro, Abbey Miller, Gary Denton, Brian Ovitt, Laurie Stanley Guests – JR Cox (NWTV), Karina Daily, Lauren Weston, Brent Garrow, Seth Hungerford, Ben Matthews, Lindsey Wight Meeting was called to order by Sam Vaillancourt at 6:30 PM 1. Modifications/Changes to Agenda Addition of Lions Club request as 4.5. 2. Public Comment There was no public comment. 3. Review/Approve Minutes October 25, 2022 A motion was made by Leonard Charron to approve the minutes as written. Seconded by Eli Gabuzda. Unanimous. 4. Trout Brook Dam Discussion Members of the Franklin County Natural Resources Conservation District were present to discuss the Trout Brook Dam and its potential removal. After discussion as to what the process would look like, the Trustees agreed to have FCNRCD move forward with a feasibility study, funded by them, so there can be a more informed discussion as to the implications of removing the dam verses leaving it as is. 4.5 Lions Club – Plaques in Lincoln Park Brent Garrow showed the Trustees a proposal of the plaques they wish to place in the park and reviewed where they wanted to put them, the Trustees supported the Lions Club request. 5. Missisquoi River Basin Assoc./Grant for Bridge Lindsey Wight came to introduce herself to the Trustees and to discuss what her organization is doing in our area and ways they can collaborate with the Village of Enosburg Falls on project. The Village of Enosburg was just awarded a grant through the Upper Missisquoi and Trout Rivers Wild & Scenic Committee to revitalize the Bridge of Flowers and Lights. 6. CHCC Water Allocation Heather Moore recused herself from the conversation and vote. A motion was made by Eli Gabuzda to approve the request as written, with the testing conditions. Seconded by Sandra Ferland. Unanimous. 7. Curb cut for 366 Perley Block Public Works Director Gary Denton reviewed the change in the curb around the Perley Building to accommodate the parking lots. The Trustees did not have any issues with the changes. VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees November 8, 2022 8. Budgets by Abbey Director of Finance Abbey Miller reviewed the first draft of budgets for the Water and Wastewater departments for 2023. Each budget is proposing a rate increase. 9. Manager’s Report  2 grants – The Village has received 2 grants, one for the revitalization of the Bridge of Flowers and Lights and one for the installation of an EV Charger on Main Street. 10. Other Business Leonard Charron asked for an update on the cameras, he was advised that we are working on it. Director of Finance Abbey Miller provided an update on the Historical Society and stated that the Village did not get another grant they applied for that would help paint the crosswalks a vibrant color. 11. Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality and Personnel Issues. Eli Gabuzda made a motion to enter Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality. Seconded by Heather Moore. Unanimous. The Board entered Executive Session at 8:03pm. Laurie Stanley exited the meeting at 8:30pm. Heather Moore made a motion to re-enter the Board’s Regular Meeting. Seconded by Eli Gabuzda. The Board re-entered their Regular Meeting at 9:06pm. As a result of Executive Session, Eli Gabuzda made a motion authorizing Village Manager John Dasaro to sign off on the Stetson Wind Contract. Seconded by Heather Moore. Unanimous. 12. Adjourn There being no other business to come before the Board at this time, Eli Gabuzda made a motion to adjourn. Seconded by Sandra Ferland. The meeting adjourned at 9:07pm.
