Meeting of the Board of Trustees
April 11, 2023
Present: Sam Vaillancourt, Sandra Ferland, Heather Moore, Leonard Charron
Absent: Eli Gabuzda
Staff – John Dasaro, Abbey Miller
Guests – Hunter Parah (NWTV), Dan Cunningham, Derek Thuraiaiyah, Margo Longway, Daniel
Tumwesigye, Sean Kio
Meeting was called to order by Sam Vaillancourt at 6:30 PM
1. Modifications/Changes to Agenda
There were no changes.
2. Public Comment
There was no public comment.
3. Review/Approve Regular Meeting Minutes March 28th, 2023.
A motion was made by Sandra Ferland to approve the minutes as written. Seconded by Leonard
Charron. Unanimous.
4. Appointment of NWCUD Village Representative
A motion was made by Sandra Ferland Charron to appoint Daniel Tumwesigye as the Village of
Enosburg Falls representative on the NWCUD board. Seconded by Heather Moore. Unanimous.
Sean Kio also joined via online and offered an update on the CUD’s progress as he is the
director.
5. American Legion to host annual coin drop on Main Street, just Past Orchard Street on May 30th.
A motion was made by Sandra Ferland to approve the coin drop hosted by the American Legion
on May 30th. Seconded by Heather Moore. Unanimous
6. Enosburg Recreation hosting a cross country race that will begin and end at Lincoln Park
A motion was made by Heather Moore to approve the Park Use Permit for the Little Stingers
Cross Country Race on May 20th, waiving any fee. Seconded by Leonard Charron. Unanimous.
7. Derek Thuraiaiyah request for food truck on Stebbins Street/Lincoln Park
Derek was present and modified his request and stated that he would be doing take out only
and preparing the food at his residence and would just use the park to meet people to pick up.
The Trustees like this idea and thought it would eliminate a lot of the concerns they previously
had.
8. Abbey Miller, Finance Director to present financing for new dump truck
A motion was made by Leonard Charron to finance the new dump truck with Peoples Trust
Company for the 6-year term. Seconded by Sandra Ferland. Unanimous.

9. Discuss changes put forth by Village Lawyer on park ordinance amendment.
Trustees reviewed the changes suggested by the Village Lawyer regarding changes requested for
the Parks Use ordinance. IT was also discussed that the Park Use Permit would need to be
amended as well.
10. Manager’s Report
• Banking – Abbey and John are still reviewing bank and loan consolidation and we will be
presenting at the April 25th meeting.
• West Berkshire Road Water Line Replacement – from Northwind Drive to end of line.
Replacement will begin in May. The Village has sent out a notification to the residents
that will be affected, which is 11 customers.
• We had our kickoff meeting for Elm Street with the State and the Engineers, and the
surveying work has begun.
11. Other Business
Abbey Miller presented the Trustees with a request from the Wastewater Department – they
are looking to purchase a replacement pump that controls three of their units. A motion was
made by Sandra Ferland to approve the purchase of the new pump. Seconded by Heather
Moore. Unanimous.
John Dasaro presented a request from Rhonda McAllister wanting to purchase 4.4 water and
wastewater units for a daycare. A motion was made by Heather Moore to approve the
allocation request, with payment due within 2 years of approval or before connection.
Seconded by Leonard Charron. Unanimous.
Heather Moore inquired who was responsible for the green space of the rail trail as someone
had dumped waste there, John Dasaro was going to look into getting it cleaned up.
Heather Moore also provided an update on the Youth Center and discussed space and funding.
The Trustees asked for this to be an agenda item on the next meeting.
12. Executive Session for the Purpose of Discussing Negotiations in which Premature Public
Knowledge May Compromise the Position of the Municipality.
Leonard Charron made a motion to enter Executive Session for the Purpose of Discussing
Negotiations in which Premature Public Knowledge May Compromise the Position of the
Municipality. Seconded by Heather Moore. Unanimous.
The Board entered Executive Session at 7:42pm.
Sandra Ferland made a motion to re-enter the Board’s Regular Meeting. Seconded by Heather
Moore. The Board re-entered their Regular Meeting at 8:41pm.
There was no action taken as a result of Executive Session.

13. Adjourn
There being no other business to come before the Board at this time, Sandra Ferland made a
motion to adjourn. Seconded by Leonard Charron. The meeting adjourned at 8:42pm.
