VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees April 25, 2023 Present: Sam Vaillancourt, Sandra Ferland, Eli Gabuzda Absent: Heather Moore and Leonard Charron Staff – John Dasaro, Abbey Miller, Gary Denton Guests – Ben Chiappinelli (NWTV), Judith De Rancourt Meeting was called to order by Sam Vaillancourt at 6:31 PM 1. Modifications/Changes to Agenda There were no changes. 2. Public Comment Judith voiced concerns with the erratic driving that is taking place in the Village. She stated she logged a call with the Vermont State Police as well. 3. Review/Approve Regular Meeting Minutes April 11th, 2023, and Joint Meeting April 5th, 2023. A motion was made by Eli Gabuzda to approve both sets of minutes as written. Seconded by Sandra Ferland. Unanimous. 4. EBCA to present concert in the park series A motion was made by Sam Vaillancourt to approve both the Parks Use permit and the Bandstand permit, following the 7-day amendment from last year regarding alcohol vendors and waiving any fees. Seconded by Sandra Ferland. Unanimous. 5. Review of vendors being able to serve alcohol at events in the park, discuss updated changes made on ordinance and park permit application. After review and discussion of the changes submitted, the Trustees made a few more changes they wanted to see in the ordinance and bring it back to the next meeting to approve. 6. To approve the bid for plow truck bidding ended 4/18. Sam Vaillancourt recused himself, and to have a quorum, Leonard Charron called in via telephone. A motion was made by Eli Gabuzda to accept James Vaillancourt’s bid on the 2015 International Plow Truck. Seconded by Sandra Ferland. Unanimous. 7. To approve bid for West Berkshire Road water line replacement and bank funding project. A motion was made by Sam Vaillancourt to accept Goodhue Construction’s bid to complete construction for the water line replacement on West Berkshire Road. Seconded by Sandra Ferland. Unanimous. A motion was made by Sam Vaillancourt to accept the proposal from Peoples Trust Company to finance the West Berkshire Road water line replacement, financing for a term of 5 years and waiving the procurement policy as only 2 out of the 3 banks responded to the bid request. Seconded by Sandra Ferland. Unanimous. VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees April 25, 2023 8. Abbey Miller Finance Director to present bank consolidation and light department loan consolidation. Finance Director Abbey Miller reviewed the Village’s deb load and after discussion, a motion was made by Sam Vaillancourt to approve the recommendation to consolidate the two Electric Department bonds with Peoples Trust Company for a 15-year term at 3.5% interest, making monthly payments. Seconded by Sandra Ferland. Unanimous. Finance Director Abbey Miller and Village Manager John Dasaro have been reviewing current APR on bank accounts and has made the recommendation to consolidate all the Village’s accounts into one bank, being Peoples Trust Company. A motion was made by Sam Vaillancourt to move all Village accounts to Peoples Trust Company. Seconded by Eli Gabuzda. Unanimous. 9. Discuss repair options to light department truck. After reviewing the estimate for the body work to be done on the Electric Departments 1-ton Chevy truck, the board would like more estimates to review before moving forward. 10. Manager’s Report ➢ Speed signs and speed bumps - The speed bumps are ordered, and the broken speed sign has part are in - looking for approval to place speed limit signs on Elm and Pleasant ➢ The new plow truck will be presented at the Barre Municipality show on 5/10. The truck will be completed on 5/1 and decaled that week for the show. ➢ Port o lets are being delivered by 5/1, 1 at Lincoln Park, 1 by the bridge of flower and lights. ➢ Flowerpots - color preference for the bump on Main St/Dickenson 11. Other Business There was no other business. 12. Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality and for the discussion of a personnel policy. Seconded by Eli Gabuzda. Unanimous. The Board entered Executive Session at 7:52pm. Sam Vaillancourt made a motion to re-enter the Board’s Regular Meeting. Seconded by Sandra Ferland. The Board re-entered their Regular Meeting at 8:14pm. As a result of the Executive Session, a motion was made by Eli Gabuzda to approve and adopt the presented Drug and Alcohol policy as presented. Seconded by Sam Vaillancourt. Unanimous. VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees April 25, 2023 13. Adjourn There being no other business to come before the Board at this time, Sandra Ferland made a motion to adjourn. Seconded by Sam Vaillancourt. The meeting was adjourned at 8:15pm.
