VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees May 9th, 2023 Present: Sam Vaillancourt, Sandra Ferland, Eli Gabuzda, Heather Moore, Leonard Charron Staff – John Dasaro, Abbey Miller, Guests – Chevon (NWTV Meeting was called to order by Sam Vaillancourt at 6:32 PM 1. Modifications/Changes to Agenda There were no changes. 2. Public Comment There was no public comment. 3. Review/Approve Regular Meeting Minutes April 25th, 2023. A motion was made by Eli Gabuzda to approve both sets of minutes as written. Seconded by Sandra Ferland. Unanimous. 4. Enosburg Town band request to use bandstand. A motion was made by Leonard Charron to approve both the Parks Use Permit and the Bandstand Permit request for the Enosburg Town Band Request to hold concerts on Tuesday nights starting June 13th through August 29th, waiving any fees. Seconded by Eli Gabuzda. Unanimous. 5. Robin Owen access permit request. A motion was made by Eli Gabuzda to approve the road access permit request as proposed, with the support of the Public Works Director. Seconded by Heather Moore. Unanimous. 6. Modification to park use permit/ordinance. A motion was made by Sandra Ferland to approve the proposed changes to the parks use permit with the condition that John Dasaro verify with the Village attorney If the 7 days is accurate or if it should be 5 days and update accordingly if needed. Seconded by Eli Gabuzda. Unanimous. 7. Manager’s Report ➢ AMI Update – We are currently working on signing the contract with VPPSA so that we can start the implementation of the project, with a lot of the leg work still to be completed. This will also include water meters. Again, the Village will be looking to finance our portion of the project locally through a local bank, instead of through VPPSA. 8. Other Business Abbey Miller provided an update about EFEDC and asked the Trustees to make an appointment to the EFEDC board per the Bylaws. Based upon this request, a motion was made by Eli Gabuzda to appoint Rafael Antillon to the EFEDC Board. Seconded by Leonard Charron. Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality and for the discussion of a personnel policy. Eli Gabuzda made a motion to enter Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality and for the discussion of a personnel policy. Seconded by Leonard Charron. Unanimous. The Board entered Executive Session at 7:11pm. Eli Gabuzda made a motion to re-enter the Board’s Regular Meeting. Seconded by Heather Moore. The Board re-entered their Regular Meeting at 8:10pm. There was no action taken as a result of Executive Session. 10. Adjourn There being no other business to come before the Board at this time, Eli Gabuzda made a motion to adjourn. Seconded by Heather Moore. The meeting was adjourned at 8:11pm.
