MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees November 25th, 2024 Present: Sandra Ferland, Eli Gabuzda, Sam Vaillancourt, Leonard Charron, and Heather Moore Staff – John Dasaro, Abbey Miller Guests – Will Cribb (NWTV) Meeting was called to order by Sam Vaillancourt at 6:32 PM 1. Modification/Changes to Agenda There were none. 2. Public Comment There was no public comment. 3. Review/Approve Minutes for November 11th, 2025, Trustees Meeting A motion was made by Eli Gabuzda to approve the minutes as written. Second by Leonard Charron. Unanimous. 4. EBCA Economic budget request Shawna Lovelette provided the Board of Trustees with an update on Economic Development efforts that transpired from the September public meeting. Since the September meeting, a group of business owners met with Tom Benton regarding putting together a video to promote Enosburg(h). The high-end cost for the video is $14,000.00. Shawna stated that she is going to go to the Selectboard meeting to request funds be added to the general fund to cover part of this cost. There was a discussion about what the Trustees and Village Manager would like to see in the video if it moves forward. 5. Budget update from Abbey, Finance Director There were discussions about projects that the Trustees would like staff to review for the 2025 budget. A first draft will be presented at the December 10th meeting. 6. Transco Purchase Options Abbey Miller and John Dasaro gave an update on the most recent Transco Equity Call and the Village’s options for it. 7. Managers Notes • Elm Street Update – Slip lining of the sewer line to start December 2nd and to until approximately December 11th – a notice has gone out to residents about the smell • MERP Grant – The Village was awarded approximately $250,000 for weatherization of both hydro buildings. • DCU and AMI update • Utility Worker, Jesse Lavigne is coming off probation • Homeless Encampment, call has been made to ANR about trash going into river, going to do a site inspection next week. 8. Other Business Heather Moore passed along thanks from school members for the School Street flashing crosswalk sign.  MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees November 25th, 2024 9. Executive Session for the Purpose of Discussing Personnel Policy in which Premature Public Knowledge May Compromise the Position of the Municipality. Eli Gabuzda made a motion to enter Executive Session for the Purpose of Discussing Personnel Policy in which Premature Public Knowledge May Compromise the Position of the Municipality. Seconded by Sandra Ferland. Unanimous. The Board entered Executive Session at 7:43PM. Eli Gabuzda made a motion to re-enter the Board’s Regular Meeting. Seconded by Sandra Ferland. The Board re-entered their Regular Meeting at 8:31pm. There was no action take because of the executive session. 10. Adjourn There being no other business to come before the Board at this time Eli Gabuzda made a motion to adjourn. Second by Sandra Ferland. The meeting was adjourned at 8:31pm.
