MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees November 12th, 2024 Present: Sandra Ferland, Eli Gabuzda, Sam Vaillancourt, Leonard Charron Not Present: Heather Moore Staff – John Dasaro, Abbey Miller Guests – Will Cribb (NWTV) Meeting was called to order by Sam Vaillancourt at 6:30 PM 1. Modification/Changes to Agenda There were none. 2. Public Comment There was no public comment. 3. Review/Approve Minutes for October 23rd Regular Meeting and October 29th Special Meeting A motion was made by Eli Gabuzda to approve the minutes as written. Second by Sandra Ferland. Unanimous. 4. American Legion Veterans Day salute park request The request came in late, the event was already held. A retroactive approval for both the Parks Use Permit and the Bandstand Permit, waiving the fee, was made by Eli Gabuzda. Second by Sandra Ferland. Unanimous. 5. FCNRCD update on Reservoir Road Dam Removal Lauren was not able to make it, this has been moved to the December 10th meeting. 6. Update on Reservoir Road account and CD Rates to invest After reviewing rates from Community National Bank, Community Bank NA and Peoples Trust Bank, a motion was made by Eli Gabuzda to open a CD with Community National Bank at 4.10% for 6 months, and to use $100,000.00 out of the Reservoir Road account. Second by Leonard Charron. Unanimous. 7. Budget update from Abbey, Finance Director Finance Director Abbey Miller discussed a timeline for budgets and to schedule most of the November 26th meetings to discuss budgets, adding an executive session for personnel discussions. Abbey also stated that the 26th meeting will be the last before the first draft is presented and requested any additions the Trustees would like to see in budgets to be presented at this meeting. 8. Manager’s Notes Village Manager John Dasaro stated that both 17 and 32 Main Street are down. The Trustees inquired about the trees that are still left on 17 Main Street and stated that they would like those to be cut down as well. There was also a discussion on the new viewing park and putting a barrier up for safety, it was suggested to use old power poles and a rope. John also provided an update on Elm Street, stating that the slip lining of the sewer lines will begin in the next couple of weeks and that we will post notice about the smell of the liner. 9. Other Business  MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees November 12th, 2024 Sandra Ferland asked for an update on the trash ordinance and properties that the notices have been sent to. John advised that he has been reviewing with the Village Attorney. 10. Adjourn There being no other business to come before the Board at this time Eli Gabuzda made a motion to adjourn. Second by Sandra Ferland. The meeting was adjourned at 6:57pm.
